can an activist seek information on pending passport cases of another persons.
In andhr Pradesh PIO of Hyderabad passport office rejecting such applications under section 8 as personal 3rd party information. Plz clarify the actual situation. Kindly also give if any trich to get information regarding pending passport cases of other people.

Haryana and Rajasthan where so many deliberate hurdles have been created by the Public Authorities for processing the first appeal and SIC's in the hearing of second appeal. The Bihar State Information Commission (SIC) Thursday launched a video conferencing system for quicker hearing and disposal of complaints related to the Right To Information (RTI) Act, officials said.
State Chief Information Commissioner (CIC) A.K. Choudhary said the SIC will help dispose complaints against principal information officers for denying information under the RTI Act to people.Complaints from all over the state will be heard in Patna through video conferencing, saving three days.
The move comes after the success of SIC's information call centre — the Jankari. A brainchild of Chief Minister Nitish Kumar, Jankari enables people living in the remotest corners of the state to submit applications for information under RTI on the phone.
Nitish Kumar dedicated the unique service to the people of the state.Choudhary said the SIC, since its constitution, has received more than 53,000 appeals out of which 49,000 have been disposed off.

Definition from UN - Ratify/Ratification: 'Ratification' is an act by which a State signifies an agreement to be legally bound by the terms of a particular treaty. To ratify a treaty, the State first signs it and then fulfils its own national legislative requirements. Once the appropriate national organ of the country – Parliament, Senate, the Crown, Head of State or Government, or a combination of these – follows domestic constitutional procedures and makes a formal decision to be a party to the treaty. The instrument of ratification, a formal sealed letter referring to the decision and signed by the State's responsible authority, is then prepared and deposited with the United Nations Secretary-General in New York.
So, Indian parliament agreed to ratify and was done on May 8 2011. But where are the national legislative requirements to meet the needs of the convention?
