Dear Sirs,
This is in reference to the communication below.
Kindly note, delivery goods vehicles have no care for discipline.
The space below the sky walk at Vile Parle West, is already destroyed by the contractors and lack of supervision by MMRDA MCGM, etc., and the haphazard and free for all stopping, parking, by vehicles, illegal hawkers make the situation worse, if that is possible, even though of late there are no parking signs stuck at a level not easily spotted by people, so the drivers continue to park and in wrong directions, see the photos.
The two photos show a delivery MCV parked on the foot path corner, wrong side, at junction of D JOSHI and Sarojini Road, Vile Parle West.
Similarly, two more photos showing another delivery van of the same firm, parked at random outside Ishwarlal Park, Vile Parle West, blocking the entrance to it, and the road turning, not to mention two auto rikshas also stopped anywhere.
If this is permitted, then kindly ignore this communication.
If not, kindly inform as to what is being done to prevent and punish such blatant traffic violations.
This is just one example of the innumerable such offenses which are obvious.
Unless the MTP is really interested, the condition is simply going to deteriorate till the enforcement will be joked upon by all.
Just now, there are a few arrogant law breakers, soon, each and every driver will not be bothered since there is hardly any worthwhile effective enforcement.
MTP, its an earnest request, get back to enforcing with an intention to enforce, and show the Citizens that the law prevails.
There are many things to discuss, but later.
Thanqx.

Dear Sirs,
In reference to the safety year, and the various communications to your offices.
In the interest of public and pedestrian safety and security, and to relieve traffic congestion, it is now time to ban outright, the same during the morning hours till late evening, ie, between 07h00 and 23h00.Incidentally, Bangkok has also done something similar, not to mention Kolkata, Ahmedabad. It is very clear that traffic rules don't apply to HCV, construction vehicles, private taxis, delivery trucks, water tankers, contract buses, etc., all over the suburbs, apart from Mumbai.Just take a look at any road, Andheri Kurla, Kalina, Vakola, AYJ WEH, EEH, LBS Marg, S V Road, etc., except for very few stretches, there is no discipline, no enforcement.Check out Asalpha, check out the Kurla side of the Santa Cruz Chembur Link Road upto LBS Marg, unbelievable chaos, Dharavi, and so on.The list is endless.
The attached photos are just a sample of a small Lallubhai Park, Vile Parle West area, and the drivers have a free hand, since the MTP tow chains only target LMV and two wheelers.Unless the MTP is really interested, the condition is simply going to deteriorate till the enforcement will be joked upon by all.Just now, there are a few arrogant law breakers, soon, each and every driver will not be bothered since there is hardly any worthwhile effective enforcement.
MTP, its an earnest request, get back to enforcing with an intention to enforce, and show the Citizens that the law prevails. There are many things to discuss, but later.

In reference to the entry and movement of HCV in the towns, villages and cities in Maharashtra.
In the interest of public and pedestrian safety and security, and to relieve traffic congestion, it is now time to ban outright, the same during the morning hours till late evening, ie, between 07h00 and 23h00.Such vehicles, ie, all kinds of HCV, dumpers, trailers, fuel, chemical, water tankers, cement concrete mixers, compactors including inter city coaches are an absolute menace, given the drivers do not follow traffic rules, ie, do not wear seat belts, drive rashly, park anywhere, their vehicles do not conform to PUC, mostly have dysfunctional lights, illegal horns, tyres are invariably worn out, bodies rattle, brakes screech, clutches grate, etc.Apart from the small fact that these HCV are clear obstacles to safe and smooth traffic, their occupation of extreme right and middle lanes obstruct through movement, causes loss of productive time, etc., and due to that, the waiting of vehicles results in more air and noise pollution caused by idling engines and irritated drivers unnecessarily honking, and impatient motorists and two wheeler drivers breaking lanes and jumping signals, etc., loss of fuel burnt while waiting and idling, etc.In short totally avoidable.
If they were made to move only in the hours 23h00 to 07h00, roads will be clear for them, they would be able to go to and from their destinations, faster, more efficiently, quietly, etc.The available road space will also be used more efficiently and effectively, and the wear and tear of the road will be more uniform. The HCV will also ahve space for loading, unloading, which currently, is done in full peak hours, leading to all conditions mentioned above. In any case, they should be banned outright from any roads less than two lane widths, and already on paper they are banned on flyovers like Ali Yavar Jung Western Express Highway, but no enforcement made. These are only a few of the reported accidents involving such vehiclesOtherwise, the drivers are absolutely rash, many of them appear to be without legal licenses, some appear drunk, do not wear mandatory seatbelts, many look under age, ie. without requisite and desired experience, etc.And more speed news to reinforce this requirement to ban such large vehicles in IndiaThanqx.

Minister for TransportState of MaharashtraDear Sirs,In reference to the safety fortnight
It is not enough just to check speeding, that too, over 50 km.
Rash and dangerous driving can be done at low speeds as well.In reference to various HCV, including MCGM garbage compactors, inter terminus coaches of CSIA, Shivneri buses of MSRTC, and many many others, you may or may not be aware that many of them are fitted with illegal horns.Water tanker operating in K West Ward, are mostly registered MH 04, and MCGM garbage compactors operatred by Ramky, are registered MH 03.They are moving freely, without fear of compounding, honking with illegal horns in declared silence zone regularly and frequently, causing menace of noise pollution, nuisance in general.
Many drivers of such vehicles do not appear to be mature, ie, appear to be underage, and may or may not have licenses, in any case, procured by whatever means. The vehicles themselves are not in road worthy condition at all01 Dysfunctional lights, either broken, not working, covered in grime, oil, dirty, cement, grease, etc02 Worn out tyres, leading to very probable skidding while braking03 Improper number plates, mostly outstation04 Improper registration details on cleaner side of vehicle05 PUC needs verification06 Silencer not working07 Screeching brakes, meaning may not work in emergencies08 Rattling body09 Noise while changing gear due to non maintenanceThe list will cover all the offenses as listed in CMVR, MMV, etc.Unless MTP and RTO is serious and earnest in actually making the safety week effective, and ensure that HCV, and other vehicles are disciplined, its not going to work.As it is the HCV drivers of garbage compactors, dumpers, cranes, excavators, trailers, water tankers, cement concrete mixers, delivery vehicles, fuel tankers, chemical tankers, do not follow any traffic rules01 Move wrong way in one way02 Park, double park, triple park03 Occupy road space and don't even spare foot pathsIt will really relieve the public and traffic in general if HCV movement in Mumbai City is restricted to between 23h00 and 07h00 only, and not allow them during the daylight hours. This will reduce accidents to pedestrians, free the road space otherwise occupied by HCV, including the obstructions and obstacles caused and created while loading unloading, etc.It will also increase productivity for all concerned, faster, smoother, safer movement of bus commuters, private vehicles during day hours, and faster deliveries by HCV in the late night hours for goods and materials on account of less traffic at the time.It is high time this policy be introduced like in Kolkata and Ahmedabad.Examples of this are attached for your ready reference and information, in random order008School bus wrong side parking

>>>State govt issues no-road fatalities diktat to cops
Somit Sen, TNN, Dec 25, 2010, 06.31am IST
MUMBAI: The state government has given a challenging task to RTOs, the traffic police and the highway police—" not a single fatal accident should take place during the first fortnight of 2011".
The diktat set off marathon meetings in the transport commissioner's office as well as traffic headquarters on Friday. Officials have drawn up an action plan to prevent accidents and ensure that citizens, auto/ taxi drivers and truckers follow traffic rules.
A senior transport department official, who did not wish to be named, said, "We have taken up the challenge and will launch a road safety campaign between January 1 and January 15." As part of the campaign , surprise checks will be conducted daily on all highways and busy roads in Mumbai , Thane and Navi Mumbai. Traffic officers, along with the highway police, will monitor trucks, tempos, buses (including school buses and those run by the Maharashtra State Road Transport Corporation and local municipal bodies) for speeding as well as rash driving.
"Traffic cops will keep vigil at every junction. Flying squads, armed with speedguns, will keep a watch on drivers on flyovers and express highways ," said a traffic official.
The transport department will ensure that motorists adhere to the prescribed speed limits as mentioned on the roadsigns. "If a car has to drive at a speed of 50 km/hour on a particular stretch, we will ensure that every driver who flouts this rule is penalized," said an official.
The RTO will check private vehicles for brake lights, indicators and reflectors. Sources in the Mantralaya said that chief minister Prithviraj Chavan , who holds the transport portfolio, and state home minister R R Patil are likely to kickstart the campaign from January 1. Cops will crackdown on drivers who don't wear seatbelts and helmets and talk on cellphones while driving.
All tankers carrying hazardous goods will be stopped and checked on highways. Those who come for renewing licences at the RTO will also be informed about the drive.
