[rti4empowerment] Training thrust on Social Audit and RTI

 

Dear Members,

Training for participatory and inclusive monitoring would be incomplete without focus on Social Audit, enabled by citizens access to public records under RTI Act 2005. Perhaps there is need for distinct training modules so that sufficiently large number acquire proficiency and build up expertise as an auditor at grass root level. In addition, this aspect deserves adequate emphasis in other training modules, to develop awareness about citizen's empowerment, for holding grass-root public authorities accountable to the beneficiary of development schemes.

There are large number of replicable success stories; information should be disseminated to upscale social audit by citizens. There is need for simplified guidelines pertaining to all spheres of public administration, to facilitate citizens in raising right questions be demanding relevant records.

Dear members,

I am Principal Secretary, Planning in the Government of Rajasthan and looking after the GoI-UN Convergence Programme also. The project is implemented by the Planning Commission (PC) in partnership with State governments and national level resource institutions.

The Indian XIth Five Year Plan places strong emphasis on inclusive and rapid poverty reduction and key strategies proposed include accelerated support to decentralized and outcome-based planning. This is the focus of the United Nations Development Assistance Framework (UNDAF) as well. In line with these goals, UNDP support to District Planning is one of the cornerstones of the joint GoI-UN programme on district level convergence to meet the MDGs. This is being done by developing district capacity for results-based planning, resource convergence, implementation and monitoring. The geographical focus is the States of Uttar Pradesh, Bihar , Jharkhand, Orissa, Chhattisgarh, Madhya Pradesh and Rajasthan.

The District Planning component of the project is implemented by the Planning Commission and respective State governments. It aims to strengthen capacities for Integrated District Planning (IDP), including approaches to participatory and inclusive planning and monitoring. As part of its effort to strengthen training institutions, which are tasked to develop the capacities of PRI Functionaries, Elected Representatives and DPC members on District Planning, the project has drafted Integrated District Planning Training Modules (for master trainers, field facilitators and district anchors) based on a review of the existing modules developed and in use by leading training institutions of the country.

The following training modules have been drafted:
a) 7-day ToT for Master Trainers, including course guide and course materials
b) 5-day ToT course for Master Trainers for integrated district planning
c) 2-day orientation course for Technical Support Group (TSG) members at community levels
d) 2-day orientation course for IDP anchors/facilitators (functionaries, elected representatives et al.) at district level

The above mentioned modules have been tested both in classroom and field situations for their usability, relevance, content, cognition and methodology with different sets of stakeholders. As part of finalization of the training package, it was decided that a toolbox containing generic training tools should be compiled to assist the trainers and facilitators responsible for delivering these trainings.

In this context, I would like to invite members' inputs on the following:

What are the innovative Training Tools (eg. Games, simulations, role plays, group and individual exercises etc.) that could be useful for IDP Master Trainers and Facilitators?
Could you refer and/or share Case Studies, Reading Material or Stories that could be included in the toolbox? They would need to be good/bad practice examples or provide insights on important issues broadly related to planning or convergence.

Your responses will help strengthen the training imparted by the Resource Persons and improve training outcomes at State and national levels.
