Friends,In India, we presently have associations formed by IPS officers in all States primarily limited to interests and viewpoints of IPS officers . I think that in the present changing managerial and functionary context, we need such larger Associations consisting of all ranks and file in Police so as to imbibe values of belonging, camaraderie, motivation, team building and other well-accepted concepts of Organizational Behaviour.My ideas about the scope and realm of IPS Association is to include all the ranks and file of Police. I know that this idea might apparently and prima-facie seem outlandish, out of context and far-fetched to a few who are used to the current mindset but in the the present changing managerial and functionary context, we need to think what is generally called being "out of box."
I present the summary of what I personally feel -
Till now we have been thinking in terms of IPS as a group and the Association as one that would be serving the cause of this Service. But, to me it seems that Police as an organization and a functioning unit can never be compartmentalized into things like IPS, PPS, Non-gazetted etc. This kind of division and differentiation seems to go against the fundamental concepts of Human Resource Management and Organization Behaviour. The current day HRM and OB talk of concepts like self-esteem, self-efficacy, modern theories of motivation, group decision making and participative management, Organizational conflict and their proper negotiations and so on. The present day OB is moving fast to the newer leadership concepts of Leader-member exchange models, Substitute of leadership, servant leadership etc.
We also have a lot of talks about Organizational Culture, Organizational Socialization and Organizational Change. Yes, there are bound to come huge resistance to these Organizational changes but that should not mean that we keep ourselves away from these modern and widely-accepted Managerial perspectives.
One of these changes required immediately is possibly to accept the fact that Police is one organization, right from the Constable to the Director General of Police. We swim and sink together and no Police organization can dare perform to the optimum level when it has so many internal fissures and power-distances. This needs a Paradigm shift but that it what IPS as the leader of the force (as we so proudly proclaim ourselves) are supposed to do- to act as the Catalyst of change.
With this background, I have requested IPS Associations to start thinking in the direction of expanding them to a larger domain and to replacing it with such larger Associations consisting of all ranks and file in Police (starting from Constables to Director Generals) so as to imbibe and imbue all the modern managerial values and accepted norms.
