I am appending below clause 2f as available in sites and the 2 words, opinions and advices are shown in blue on whose significance I need some clarifications.

"information" means any material in any form, including records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form and information relating to any private body which can be accessed by a public authority under any other law for the time being in force;
Now in the context of one seeking information, may be for matter not appearing in any record form to be physically given or shown or photo copied or electrically transmitted, but the matter on which information is sought, is dealt with daily by the concerned department
personnel, hundreds of them, from highest to the lowest level, the seeker ought to be given information in the form opinion or advice and this perhaps would form the record subsequently. I shall be immensely thankful if some one can throw some light on the subject.
