1. ON THE VERACITY OF SOFTWARE USED IN DRAW
Without clearing the doubts about the rigging in its last Housing Scheme and without complying the terms and conditions of that scheme, the Delhi Development Authority have invited applications for its new Housing Scheme of 16,000 flats. On this issue, M. K. Gupta filed two appeals before the Central Information Commission against the Economic Offence Wing, Crime Branch, Delhi Police for providing the copies of the reports on software given by the aforesaid two labs. 2. NON PAYMENT OF INTEREST FOR DELAYED REFUNDS
Like last time, DDA this time has also committed to give interest @ 5% p.a. if the refunds to the unsuccessful applicants are delayed beyond four months period. In the last scheme, DDA has admitted that out of many doubtful applicants submitting multiple-applications, 635 applicants were found innocent as they had submitted only one application. Therefore, at least to these applicants, the refund was delayed but it is alleged that the DDA has not given interest to any applicant so far. On the insistence for the payment of interest by an applicant named Amit Gupta, DDA has written a letter on Ist July, 2010 to ICICI Bank for the payment of interest. Even after four months and a reminder to the Bank, it has not even replied to the letter, forget about remitting the interest which comes to Rs.3, 148 as per DDA's own calculation. To another applicant named Ruchika Gupta, the interest amount comes to Rs. 2805 only. Curiously, Sr. Accounts Officer of DDA has washed away his hands by stating in his reply, "If there is any delay on the part of the concerned bank, the matter may be taken up with the bank by the applicant".
In its reply to another RTI application submitted by M K Gupta, Shri D K Gupta, Dy. Director, DDA informed that the interest is being paid only to those unsuccessful applicants who apply for the same meaning thereby that no interest will be given to others.
