[rti4empowerment] Empowerment of Decentralized Institutions under Sarva Shiksha Abhiyan

Please look at the quarries raised by my in Decentralisation Community of Solution Exchange- this is a UN sponsored interactive internet group. This is an interesting forum where issues/ quarries are raised by Members of this group and response is consolidated by a dedicated professional; it is often sent to concerned authority in Government of India.Decentralisation Forum also has consultation meetings and I have been invited to few such events.

Issues raised by me in the context of Sarva Shiksha Abhiyan are also relevant to other centrally sponsored schemes of socio-economic development, that are administered by a society, constituted for this purpose.

Basic issue is whether the officers sent by State Government on deputation to these societies treat them as a Government Department ( without the checks and balances applicable to Government) OR whether they treat the Society as an instrument of democratic governance and work towards its empowerment and growth?

My friends of Indian Audit and Accounts Service would be in the best position to have a critical appraisal. As citizens, we can use RTI Act to demand records of the Societies and form our own views.

I have a short term assignment of financial review of Sarva Shiksha Abhiyan in a State. Success of this scheme depends upon the participatory process in planning and management, by committees at cluster/village/block /district levels. My prima facie impression is that these committees do not have effective control; this aspect is being further examined at field level. I will like to share experiences regarding grass-root implementation of SSA, particularly in following aspects:

Are the Committees effective?

What information flows to these committees? Do they received information under section 4(1)(b) of RTI Act 2005 ? Do they get results of observations of Monitoring Institutions? Do they get feed-back from the beneficiaries regarding performance/non-performance of school teachers, etc.?

What financial control is exercised by the Committees?

Are they responsive to grievances of citizens?

Are there deliberate administrative efforts to make these committees more effective? Is there structured training program for capacity enhancement ?

What are the linkage of Committees under SSA with PRI institutions at village/block/district levels? Is there role clarity.

SSA executed by a "society" how is this integrated with education department of the State Government.

Response to these issues would provide clarity on internal controls in implementation of SSA at grass-roots.
