In reference to this
It is quite a meaningless statistic, since MCGM is not supposed to be in the business of making money out of selling or transporting or supplying water.
After all, it is not at all clear as to why, if MCGM is supposed to supply these establishments, institutions, housing societies, hospitals, hotels, etc., according to their sanctioned quantities, that this farce of a water tanker supply system is in existence.
If the water supply is not as per sanctioned, then the consumer has every right to get the water without paying the tanker charges, ie, paying only the water charges.
In short, why are the consumers forced to pay more than Rs.120 for domestic and Rs.530 for commercial use per 12000 litres.
If the water tanker operators have to be paid, they have to be paid by the MCGM.
Further, why have private water tanker operators at all, why not MCGM buy water tankers and supply to those as per mandate.
And what's more, if the consumers are using more water than sanctioned, then how are the private water tankers allowed to take from MCGM mains, which means the other consumers are affected by this diversion.
Obviously MCGM has no answer to this, except that the revenue has increased.

MUMBAI: The authorities have been promising to bridge the water demand and supply gap in Mumbai and promote initiatives to ensure that Mumbaikarscan enjoy continuous water supply. But a Right to Information (RTI) query suggests that the city's reliance on private tanker water is increasing daily. Revenue collection from private water tankers increased by a little more than 35% between 2006-07 and 2009-10. The RTI information suggests that the tanker water consumption has risen consistently since 2006. The graph retained an upward trend even during good monsoon years.
The data provided by the hydraulics department of the Brihanmumbai Municipal Corporation (BMC), in response to the query, reveals that the revenue collected from private tankers has been increasing sharply since 2006-07. The BMC permits private water tankers to tank up water from various water filling points on a need basis.
The tankers, in turn, shuttle this fresh water to residential and commercial establishments for a fee. Charges are collected by the BMC from tanker operators. According to senior hydraulics department officials, the BMC collects Rs 120 per 12,000 litres from a tanker supplying water for domestic purposes (residential societies, bungalows, etc). For tankers meant to supply water for commercial establishments, a charge of Rs 530 per 12,000 litres is collected.
According to the RTI information, the department collected Rs 21.01 lakh in revenue from private tankers in 2006-07. Revenue collection increased to Rs 23.25 lakh in 2007. By 2009-10, it rose to Rs 28.44 lakh (see box).
The RTI information further states that the revenue collection in the first eight months of 2010-11 was Rs 26.45 lakh. Collection trends in the first eight months of 2010-11 indicate a further rise in percentage share.
Civic officials said that the rise in revenue collection could be attributed to an increase in private tanker water consumption as the civic body's tariff for tanker operators saw no revision during the period.
RTI activist Chetan Kothari had sought details regarding the amount of water supplied and revenue generated from private tankers for each year since 2006-07.
The RTI provided ward-wise log sheets with details of tankers filling water at designated points on a daily basis. Even this pointed to a rise in tanker water consumption across most wards.
Even senior civic officials admitted that there was a sharp rise in use of private water tankers over the last few years. A hydraulics department official however said that it was not possible to quantify the rise. "The data is not compiled centrally. Each ward monitors tanker movement individually," an official said.
Suburbs feel the pinch
The dependence on tankers is more acute in suburbs. According to hydraulic department officials, the eastern suburban belt from Kurla to Trombay is the most dependent on tanker water. "Supplying piped water to these areas becomes difficult when levels at the service reservoirs are low. Many slum colonies in these localities have been set up without adequate infrastructure arrangements," an official said.
Areas between Andheri and Dahisar, which are situated at the fag end of a water network, also suffer acute water problems. Within the island city, reliance on private tankers is more in Elphinstone Road, Parel and Dadar.
