I would like to share with the forum that recently I have filed a few petitions with the Chief Justice, Supreme Court of India, and In response to one of the petitions, I received a reply from the Institution with a message on the top left hand side corner saying:
"All Communication should be addressed to the Registrar, Supreme Court by designation, NOT by name."
Thus, on the above mentioned response, there is a distinct signature of a person designated as Assistant Registrar but no NAME on it.
Addressing a communication to a designation and not to an individual name is perfectly alright, but is the VICE-VERSA okay?
Is this policy / practice adopted by the highest institution in the country correct? What if there are several persons functioning in a large organisation holding the same designation, how were one to fix the responsibility in case of a misleading communication?
AUTHORITY and RESPONSIBILITY go hand in hand, if one has been conferred with a designated authority (especially in an institution like Supreme Court) to respond to a PETITIONER, the responsibility of the quality and correctness of communication also falls on the same PARTICULAR person.
Having said that, I believe it is a matter of policy that has been adopted at the institution which was followed by the particular individual in the above given instance.
And so, in the light of the policy adopted by the Supreme Court of India, my query was - What is the highest DESIGNATION of an individual in any country in general and India in particular .............
