I am happy to see an Indian Economic Service in the group and look forward to your contributions.
I joined IA&AS with 1968 batch and was given 1964 seniority, on account of military service. I attended one year program in National Defence College in 1982 and have recently submitter M.Phil thesis to NDC related to terrorism.
Transparency is the biggest defense against corruption, whether it is by:
RTI Act in India and Freedom of Information laws in other countries.
Active press and media.
Effective public audit by C&AG and vigilance by CVC/ CBI / Vigilance Departments.
Whistle-blowing by persons working in the Government and are aware of corrupt practices.
"Wikileaks", investigating journalism, etc.
Vigilance by citizens and extensive use of Social Audit, to expose corruption and waste of public money.
Effective opposition parties in Parliament and State legislature.
And last, but not the least, sincerity of purpose by the Government in removing corruption.
In this context, Wikileaks , Tehelka, sting journalism, etc. can lead to "containing" corruption, in very complex situation of widespread corrupt practices and disinformation by Government in power.

I think that you are very experienced officer belonging to I. A.& A. Service of 1968 batch. Myths are not busted. WikiLeaks has brought forth some facts. UPA Govt. is not fighting terrorism but saving its elder sister CORRUPTION. Till you don't make efforts to finish this all round corruption, you won't succeed in fighting terrorism. Dirty politics of blaming for this to opposition and insulting martyr of 26/11 terror attack saving hundreds of lives. What is wrong if UPA agrees for JPC?
It is long debated subject. Many skulls will come out of the cupboard if that is agreed and hell with the interests of the nation.
