There are many issues to be decided. Whether the govt has decided to select the CCIC in future from within the CIC and if so, on the basis of seniority. There are purported charges about the information of seniority of Mr. Satyananda Mishra and Mrs. Annapurna Dixit. As per information available on a blog, Mrs. Sushma Swaraj, member of selection committee said she was informed that Mr Mishra is the seniormost.
Though it may be difficult to adopt the Indonesian model, as suggested by Mr Arvind Kejriwal, for the selection of CCIC and ICs but the present system lacks transprancy. Some middle path has to be aqdop[ted.
DoPT has not informed the names of shortlisted on my RTI queries on the selection of Shri A N Tiwari as CCIC and has also not informed about the making pubic criteria of shortlisting to the public. However, copy of a note called proceedings of the selection committee signed by Mrs. Sushma Swaraj, Leader of Opposition, Shri Veerppa Moily, Min. of Law & Justice and Dr. Manmohan Singh, Prime Minister has been sent to me.
Yesterday, I have filed first appeal to getting information on the remaining two points.
About the selection of Shri S. N. Mishra as CCIC, I m going to request for information copies of all the documents etc. placed/ circulated to all the members of the Selection Committee and seniority list of the present ICs.
Our first priority should be that a independent and non-pliable person should be appointed to the post and the post should not be used as quid pro quo as an award for loyality any leader or minister.
