Dear Sirs,
In reference to the safety fortnight
It is not enough just to check speeding, that too, over 50 km.
Rash and dangerous driving can be done at low speeds as well.
In reference to various HCV, including MCGM garbage compactors, inter terminus coaches of CSIA, Shivneri buses of MSRTC, and many many others, you may or may not be aware that many of them are fitted with illegal horns.
Water tanker operating in K West Ward, are mostly registered MH 04, and MCGM garbage compactors operatred by Ramky, are registered MH 03.
They are moving freely, without fear of compounding, honking with illegal horns in declared silence zone regularly and frequently, causing menace of noise pollution, nuisance in general.
Many drivers of such vehicles do not appear to be mature, ie, appear to be underage, and may or may not have licenses, in any case, procured by whatever means.
The vehicles themselves are not in road worthy condition at all
01 Dysfunctional lights, either broken, not working, covered in grime, oil, dirty, cement, grease, etc
02 Worn out tyres, leading to very probable skidding while braking
03 Improper number plates, mostly outstation
04 Improper registration details on cleaner side of vehicle
05 PUC needs verification
06 Silencer not working
07 Screeching brakes, meaning may not work in emergencies
08 Rattling body
09 Noise while changing gear due to non maintenance
The list will cover all the offenses as listed in CMVR, MMV, etc.
Unless MTP and RTO is serious and earnest in actually making the safety week effective, and ensure that HCV, and other vehicles are disciplined, its not going to work.
As it is the HCV drivers of garbage compactors, dumpers, cranes, excavators, trailers, water tankers, cement concrete mixers, delivery vehicles, fuel tankers, chemical tankers, do not follow any traffic rules

It will really relieve the public and traffic in general if HCV movement in Mumbai City is restricted to between 23h00 and 07h00 only, and not allow them during the daylight hours.
This will reduce accidents to pedestrians, free the road space otherwise occupied by HCV, including the obstructions and obstacles caused and created while loading unloading, etc.
It will also increase productivity for all concerned, faster, smoother, safer movement of bus commuters, private vehicles during day hours, and faster deliveries by HCV in the late night hours for goods and materials on account of less traffic at the time.
It is high time this policy be introduced like in Kolkata and Ahmedabad.

Somit Sen, TNN, Dec 25, 2010, 06.31am IST MUMBAI: The state government has given a challenging task to RTOs, the traffic police and the highway police—" not a single fatal accident should take place during the first fortnight of 2011".
The diktat set off marathon meetings in the transport commissioner's office as well as traffic headquarters on Friday. Officials have drawn up an action plan to prevent accidents and ensure that citizens, auto/ taxi drivers and truckers follow traffic rules.
A senior transport department official, who did not wish to be named, said, "We have taken up the challenge and will launch a road safety campaign between January 1 and January 15." As part of the campaign , surprise checks will be conducted daily on all highways and busy roads in Mumbai , Thane and Navi Mumbai. Traffic officers, along with the highway police, will monitor trucks, tempos, buses (including school buses and those run by the Maharashtra State Road Transport Corporation and local municipal bodies) for speeding as well as rash driving.
"Traffic cops will keep vigil at every junction. Flying squads, armed with speedguns, will keep a watch on drivers on flyovers and express highways ," said a traffic official.
The transport department will ensure that motorists adhere to the prescribed speed limits as mentioned on the roadsigns. "If a car has to drive at a speed of 50 km/hour on a particular stretch, we will ensure that every driver who flouts this rule is penalized," said an official.
The RTO will check private vehicles for brake lights, indicators and reflectors. Sources in the Mantralaya said that chief minister Prithviraj Chavan , who holds the transport portfolio, and state home minister R R Patil are likely to kickstart the campaign from January 1. Cops will crackdown on drivers who don't wear seatbelts and helmets and talk on cellphones while driving.
All tankers carrying hazardous goods will be stopped and checked on highways. Those who come for renewing licences at the RTO will also be informed about the drive.
