Please see the file "Decentralisation Community Solution Exchange" on NATIONAL CONSULTATION ON ISSUES TO BE ADDRESSED IN THE APPROACH PAPER TO THE XII FIVE YEAR PLAN 06 December 2010 UNDP Conference Hall, added by me today. This is a very comprehensive document that gives an overviews of issues in decentralisation.
I was also invited in this deliberation and stressed upon the need for effective implementation of RTI Act by public authorities at the grass-root level, for effective decentralisation. Unfortunately, lip service is paid in this area without effective devolution of power.
The result of the "National Consultation" would go to the Planning Commission and some of the recommendation may be translated into practical measures.
