[rti4empowerment] Discretion in Grant of Arms licence

Friends,

I present the misuse of discretion by government offices thru a particular instance. There is a Government Order No 1984 R/Chah:-Pu०- 5-6-678/96 Dated 03/06/1998, which is about grant of Arms licence

As per Point No 1 of this GO, the Station officer of the Police Station shall send his recommendation to the DM in a maximum period of 20 days in any case.

As per point 5 of the GO, the SDM of a Tehsil shall send his report to the DM through the Naik Tehsildar in a maximum period of one month

As per Point No 7, the DM shall issue decide each application of Arms licence within a maximum period of 3 months.

Do you think this is being done in UP? I don't say that every one shall get an Arms licence but if the licence is to be rejected, let it be done within the prescribed period. What is this that there are people who get Arms licence within a day of applying for it if he is being pursued by a ruling party MLA or MP and another person with no Pairavi runs for years without any success?

What is ur reaction? Is this the same situation in other States or is it different? And don't we need to oppose such misuse of discretion?
