Am forwarding your communication to some more for their information and action.
You are right, similar scenarios exist all over Mumbai, drains connecting opposite sides of the roads, like S V Road, are in fact blocked inside them, who opens them to see below anyway, drain holes with broken covers are filled with debris, etc.
In the mid 1990s, MTNL made huge excavations to lay so called ducts for their underground cables.
Even today, these cables run in maybe one or two of the dozen or more PVC ducts, which in any case gt flooded in the monsoons and need external pumps to clear the accumulated later.
And that is only in the chambers, which have their covers almost always, like most manhole covers, either broken, ill fitting, cracked, missing, etc.
Basically as you said most of the civic works are ripe pickings.

The subject matter is a part of the Rs. 2½ crore scam committed last year by the nexus of BMC-Corporator-Contractor. All evidence in this respect has been given to the Municipal Commissioner. Apart from this scam, I have also given him evidence on the illegal constructions and encroachments, fraudlently sanctioned 7-storey SRA constructions, and illegal change of user in an area notfied exclusively residential. All this runs into hundreds of crores of rupees. That the area is a death-trap is not just my contention, but certified by a Fire Brigade Survey Report on the Andheri Gaothan. All this is with the Municipal Commissioner, but he has no powers to take penal action against BMC employees for dereliction of duty or venality. He cannot even stop their increments or promotions. The most he can do is transfer an official, which in no way prevents him carrying on his nefarious activities in his new posting.
We are fortunate to have an upright Municipal Commissioner in Mr. Subodh Kumar.Depriving him of powers to act against venal and depraved municipal officials, or disqualifying a corporator, is cruel joke on citizens by the government.This not only encourages corrupt and incompetent BMC officials to cock a snook at him, but also to take revenge on people who ex[pose them. All threats and attempts on my life have been instigated by BMC officials.
In a situation like this,I would be extremely grateful to anyone who can advise, and or assist me on further action in the subject matter.

Attached is a letter dt. 22-10-2011, addressed to the AEM K-West, U.C. Bodke, a copy of which was hand delivered to you on the 24th. inst.
I have, in my complaints to you since January 2011,given evidence of AEM Bodke's criminal misconduct, along with those of other K-West officials. I have no doubt, you have asked them to explain. I am also certain that you have never received any explanation from anyone of them for obvious reasons.
From my complaints, you will observe that the SWDs form a small part of the scams in the Andheri Gaothan by BMC K-West. This gaothan is also a small part of Beat No. 61 of K-West Ward. What then would be the extent of corruption in the entire Beat No. 61, entire K-West Ward, and entire Mumbai?
Corrupt and incompetent employees are not an exception, but the rule in BMC.They are able to cock a snook at you, since you have no powers to penalise them. Neither have you the authority to disqualify a corporator. Depravity in the BMC is a consequence of this. Nevertheless, a person of your calibre can have no excuse for indifference and unconcern. The least you can do is verify my allegations. If satisfied, then you must direct the DMC (Z-IV) to file a FIR with the Police against the concerned BMC oficials. Needless to add, I shall be happy to be a prosecution witness.
Will you please make a small start to cleanse the rot in the BMC?
