5 key reports on military reforms go missing

New Delhi: The defence ministry has said it is unable to locate at least five crucial reports on military modernization commissioned since Independence.
   
In response to an order passed by the Central Information Commission on an RTI application, the ministry said "none" of the five reports "are available in the ministry of defence". The single-page statement submitted to CIC was issued with the "approval of defence secretary". Among the five reports that were sought by RTI applicant, military researcher Anit Mukherjee, was the Arun Singh report of 1990. The report by Singh, who was minister of state for defence under Rajiv Gandhi, was written for the V P Singh government and is believed to be among the most path-breaking reports on defence reforms ever.
   
Among other reports that the ministry claims it doesn't have is PMS Blackett report, which was commissioned by the then prime minister Jawaharlal Nehru. The report is believed to contain key recommendations for the creation of present day DRDO (Defence Research and Development Organisation) as well as other aspects of defence planning.
   
Another report missing from the defence ministry is 1951's Himmatsinhji report. It was tasked to examine how best to prepare for defence of India's border with China. The report has immense historical value, especially in the ongoing debates and efforts to modernize the border with the giant neighbour.
