ERADICATE CORRUPTION IN DISPOSAL OF CASES BEFORE
KARNATAKA INFORMATION COMMISSION.
 
It is observed that some of the Information Commissioners of Karnataka Information Commission are resorting to corrupt practices in disposal of complaints/appeals .  The PUblic Information Officers are generally meeting the Commissioners and discuss their cases with them before hearing.  This has resulted in issue of biased orders by the Commissioners.   It is also observed that the Applicants/Complainats are being humiliated during the hearing of cases.   Some of the Commissioners are available in the Commission during 11 AM to 2 PM although the Working Hours is 10 AM to 5 PM.
Some of the commissioners arrive at the commission Office at 11 AM and  commence their hearings at 11.30 PM complete the hearing of cases by 12.30 PM.   Within one hour they are disposing off 12 fresh cases and approximately 10 adjourned cases.  They complete hearing by 2 PM and some commissioners are not available in the Commission during the Afternoon hours.   Several complaints have already been filed before the various authorities regarding corrupt practice and inefficiency of Information Commissioners of Karnataka Information Commission.
 
AT present about 15000 complaints/appeals are pending before the Commission.  Each commissioner are capable for hearing 25 fresh cases every day.  But only 12 fresh cases are entrusted to them and this has resulted in mounting of pendency before the Commission.      Due to corruptioln and inefficiency complainants and appellants are put into great hardship apart from abnormal delay in the disposal of cases.    We therefore suggest the following for improvement in the functioning of Karnataka Information Commission.
 
1.   Declaration of Assets & Liability of Information Commissioners in the website of Karnataka Information Commission.
2.   Information Commissioners shall  be available in the Commission Office during Office Hours.
3.  Each Information Commissioner shall hear atleast 25 fresh cases every day.
4.  Commissioners shall stop meeting Public Information Officers before/after hearing of the case.
5.  Formulation of Code of Conduct for Information Commissioners.
6.  Transfer of all complaints received against Information Commissioners to Lokayukta for enquiry.
7.  Periodical updation of Web Site.
 
 
I therefore respectfully submit that The Chief Information Commissioner may be directed to implement the above suggestions so as to put an end to corrupt practices and inefficiency existing in the Karnataka Information Commission.
