Senior officers speaking lie, but why?
I present two cases before you where the facts present how a very senior Police officer speaks abject lie in trifle matters.
In the first case, after not getting the required information from the PIO of DGP Office, my wife Dr Nutan had sent appeal and was called for hearing by the First Appellate authority (a senior police officer of the rank of Additional Director General of Police-ADG) on 15 October 2011 at 12 noon. She sent Saroj Thakur to present her point of view. Saroj Thakur was told by the PIO of DGP office that ADG was in some meeting and he shall wait for the ADG. Saroj Thakur waited for some 2 hours and later he gave the letter sent by Nutan to the PIO who assured him that she will hand it over to the ADG. When Nutan did not get any information for long, she sent another letter on 8 November and the very next date she got the Appellate order in Appeal No 41/2011 where the ADG said that Nutan Thakur was not present during the hearing, while in reality he himself was absent at the prescribed time. Thus a false statement on part of a senior officer of the rank of ADG in such a routine matter is certainly very serious.

The second case relates to Appeal No 45/2011 in which I was called by ADG as Appellate Authority on 10 November 2011. Since 10 November was a holiday, hence I thought it proper to ask the ADG about the hearing. I contacted ADG twice on his official mobile number from my mobile number 94155-34526 at 11.18 AM and 12.03 PM when the ADG told me that he was at the residence of D D Mishra, IPS (who was recently in news for certain allegations he made against senior officers) and I shall now come the next day at 11 AM. Next day I also sent Saroj Thakur but the ADG went for a meeting. After waiting for around 3 hours, Saroj Thakur handed over the letter to the CA of ADG who assured that the letter will be handed over to the ADG. But the Appellate decision once again said that the appellant Amitabh Thakur was absent during the hearing while the fact was that the Appellant Authority himself was absent.
Since these two events are misconduct under section 18(1) (b), (e) and (f), hence my wife Dr Nutan has sent the complaint to the Chief Information Commissioner, UP requesting him to conduct an enquiry in this matter and take suitable action as per the provisions of the RTI Act. But what I fail to understand is the reason and motivation of such senior officers to speak such blatant lies in such trifle matter. It somehow seems to place all of us in a very bad light, indeed. Such tendencies and conduct are a bane for transparent governance as well.
