What is this zero tolerance for garbage campaign in Mumbai.
The MCGM is clearly not bothered about the cleanliness in and around its own hospitals, no matter what their excuse that it is the lack of civic mindedness of visitors, relatives and patients.
What is going on.
The photos are only a small part of what is present, between the foot path and OPD of the K B Bhabha hospital, Bandra West.
On 2011 NOV 09 afternoon, I was at the complex for some RTI work in the MCGM offices next door.
Incidentally, I was amused and bemused to be greeted Happy Divali, yes, Happy Divali, by all the security guards on entering and exiting the building.
They don't know me from Adam, maybe thinking I am one of those who are coming to get some work done by issuing some notes to some people in the office, and that their courteous behaviour would enable some notes to be given to them also.
If not, its good to be over enthusiastically greeted Happy Divali so many days later, so I acknowledged their spontaneous and polite gesture, which rivalled those in some countries, where everyone says, have a nice day, and smiles all round, no matter what my mood may be.
Meantime, I saw the waste and litter in the space between the foot path and OPD.
As I found it unacceptable, I went to the guards in the K B Bhabha gate.
They told me to go to room 53, where I can tell the department in charge of cleaning.
There I told one lady, doctor as it turned out, about the situation.
She said she is very busy, needs to attend to some patients.
I said, I can show the condition, but she said go and meet the Dean.
For that I didn't have time.
The photos show just three locations.
The building I know for a fact, underwent some multi crore renovation a few years ago, doesn't look like it anymore, and maybe no money was left over for simply house keeping.
This is not the only hospital which displays such cleanliness in and around.
Though most of the public and municipal hospitals are in relatively same abysmal standards of hygiene, some recent story about Kolkata's hospitals come to mind, the private ones are not that much better.
Have a look around Bombay Hospital anytime of day and night and see the incredible scene of garbage, litter, waste, filth.
Check KDAH, Andheri, see how visitors are treated in terms of parking, in a virtual garbage dump, where lunar vehicles and all terrain military machines can practise their agility and ability, in the monsoons, semi submersible vehicles only can use it.
Basically, the zero tolerance and no garbage programme 2011, of the MCGM, along with all the Solid Waste Rules, 2006, are only on paper, like most others, while corporators accusing the admistration of not doing anything, and the administration saying corporators are't allowing the work to be done.

There are clinics in Mumbai which care two hoots, also called care a damn, of the Bio Medical Waste, Management and Handling, Rules, 1998, and dump their used needles, injections, syringes, bottles, cotton, swabs, bandages, etc., into the general garbage.
Residents of housing colonies and complexes and societies are routinely complaining that the MCGM does not clean or collect the garbage and the nallahs, gutters are full of filth, and overflowing, and that mosquitoes breed, and their small children get ill, etc., etc., but what the heck are they themselves doing about it and how the heck did the garbage appear n th scene.
Such is the level of hygiene and cleanliness.
Did it fall from the skies.
Why is it that the MCGM doesn't make a full war effort and absolutely clean the City, squeeky clean the City once, twice, thrice, and then say, all Citizens cooperate and no more litter or else we return to the eighteenth century of hygiene standards.
That is why I earnestly urge all to follow the new credo
