Incidentally, I had already seen it the first time around, and was confused with the amounts being quoted in Rupees and Dollars at different points, so much so that the full figure is not available as such.

And you mention about the debt of Maharashtra State of Rs.2 Lakh 9 Thousand Crores, but no solution to that.

Neither do I see the details in the presentation, other than it should be done like this or that, with huge investments in the City.

Unlock huge value in MMR, how.

Will cover, to be provided, will be relocated on land provided by Government of Maharashtra, 45 storey towers, wholly underground metro, to clean and restore mangroves, excess Railway land to be used for public use, concept 10 is again, will, will, will.

Regarding only the surplus land of the Railways, according to me, the Railways do not have any surplus land, whatever is with them is supposed to be used for the Railways, which by the way is public use any way.

The project scale is self explanatory to the extenety that it is huge.

Such an investment of finance and human resources in the rest of Maharashtra will bring the development of the State far beyond what will happen if the same is concentrated in Mumbai, no matter how the Mumbai Megaproject  is structured.

To develop the MMR, I would first make sure Mumbai gets water supply from the Arabian Sea, cost to be borne by MMRDA, which would release the water in Vaitarna, Modak Sagar to the people of the region they are in.

Further, the administrative capital to be moved to Nagpur, before Vidarbha becomes separate state, so that the so called leaders of the people go to the people, rather than force the people come from the far regions of the state all the way to Mumbai, further straining the infrastructure.

The head quarters of Western Railway should be moved to Ratlam or Kota, Central Railway to Gonda or Bhandara.

These are the low cost high value ways of decongesting Mumbai, making it more manageable and on the way to bring it to some kind of standard.

With the monies being quoted, all of Maharashtra would seriously get upgraded.

While the project and  its  the concepts are open to critical comment, and Indeed we welcome
better ideas , what I found lacking in your response is detail.
 
Either , you have not seen the presentation and not understood it or there is some other issue.
 
 
For instance , you have not :
 
1. Commented about the Financing plan , which shows how I plan to raise Rs 14 Lakh Crores
    ( Slides 15, 16 and 17 )
 
2. Said anything about an alternative plan to house 9 Million Slumdwellers or even a fraction of
    that number
 
3. You have also not provided any alternative Logistics plan ... that is better than the present 
    plan which features 16 Ro - Ro Jettys , which allow construction to proceed with minimal
    impact on normal life
 
4. You have not provided any ideas as to how Schools and Hospitals can be built in Maharashtra.
    Govt of Maharashtra has a debt of 209,000 Crores. The Megaproject has a proper plan to
    repay that debt totally. In addition it finances thousands of Schools and small hospitals all
    over India. Please see the following link to see in how much detail this has been worked
    out. This is the level of detail I expect in a professional response .
 
 
    
   As I have said before , Professional Level Criticism has a certain quality about it and it is
   always welcome and an entire project can be changed to accomodate better ideas.

What is filled with traffic on LBS Marg.

Have a look, most of the road is occupied with randomly, haphazardly parked LCV, MCV, HCV, cranes, excavators, water tankers, fuel tankers, container trucks, long flat bed trailers, etc., leaving just a lane free, out of the three, and at places, four and more lanes of LBS Marg.

Add to that, any number of civic works, sky walk columns, and other nonsense obstructions, and we can see that the road is barely utilsed to a quater or a third of its potential.

For God's aske, stop the movement and entry of HCV and delivery vehicles between 08h00 and 23h00, and see how the traffic in Mumbai is transformed, productivity increased by maybe fifty per cent if not more.

Get those HCV and similar size vehicles off the roads in the datime and working hours, put them in parking lots under the fly overs, outside Mumbai, in designated pay and park spots, make money.

As of now, they all have free parking, free parking, free parking, resulting in blocking traffic throughout Mumbai.

So what exactly is this gentleman talking about.

The poor farmers of Vidharba and elsewhere in Maharashtra will suffer even more.

Is Mumbai the proverbial cash cow or is it the suffering and sufferable scapegoat.

Just imagine the enormous mind boggling disruption of the daily life this would heap on the already flattened Mumbai residents.

How about putting those crores in the rest of the state, under the Provision of Urban Amenities in Rural Areas, PURA, oiriginally conceptualised by Dr. A P J Abdul KALAM


By changing focus only to the hinterland, where the real Maharashtra stays, Mumbai will prosper by sheer force of pressure release, and in return, help the state.

No more JNNURM, only Rural Development, PURA.

Give water piped to Mumbai back to the Nashik water shed area, and only invest in water treatment of sea water to supply Mumbai.

That's it for Mumbai's investment.

Don't believe me, try it.

0 Comments   The state government is contemplating an elevated road over the existing Lal Bahadur Shastri (LBS) road, which runs from Sion to Mulund and is one of the busiest and an arterial road in the city.

The idea was mooted by Naseem Khan, the guardian minister of suburban Mumbai, and the Mumbai
Metropolitan Regional Development Authority (MMRDA) will undertake a feasibility study for the project.

"The roads in the city are filled with traffic. LBS Road, in particular, is heavily crowded. The MMRDA should consider building an elevated road on this stretch, Khan told metropolitan commissioner Rahul Asthana in a review meeting of MMRDA's projects, held on Wednesday.

The MMRDA has assured the minister that it will look into the feasibility of the project.

LBS road is one of the busiest stretches in the city. It was earlier an industrial hub, but over the years, manufacturing units are being replaced by swank housing societies.

This is not the first time that the state has contemplated building an elevated road on a busy stretch, to ease Mumbai traffic woes. The Maharashtra State Road Development Corporation (MSRDC) had earlier floated the idea of making an elevated road from Bandra to Dahisar, on the Western Express Highway. However, the plan never took off.

The MSRDC is presently considering building flyovers on SV Road and Link Road.

The guardian minister, after the review meeting, claimed that the first corridor of Metro rail between Versova – Andheri – Ghatkopar would be completed by November 2012, and work on the Mono rail would be completed by June 2012.

Attached is the concept presentation for  The  Mumbai Megaproject. 
 
The Mumbai Megaproject ",   is   a  large , do-able   plan that   unlocks   US $  308 Billion ( Rs 14 Lakh Crores ) of  value in the  Mumbai Metropolitan Region ( MMR )  and uses that money to totally re-construct the city of Mumbai  within   a  9 – 11  year period starting in  2014 with the objective of  preparing Mumbai to make a bid for hosting the 2024 Olympic Games
 
Slides 15, 16 and 17 in the attached  presentation  are  important as they show how the above mentioned funds will raised and made available in Mumbai.

Unique Solution

The   current  debt of  the State. of Maharashtra ( 2011 ) stands at  Rs 2,09,000 Crores or roughly US $ 46 Billion. Given  this huge debt, the Govt of Maharashtra is in no  position to issue any more debt to finance large infrastructure projects or give financial guarantees.

Given this situation, The Mumbai Megaproject is a  worthwhile  project proposal / plan as It needs just Rs 3000 Crores ($ 0.6 Bn ) as a one time grant to startup a huge economic  Engine that will generate   an Urban Equity Withdrawal Surplus  of    Rs 14 Lakh Crores  Without  any   further   cash   needs   from   either  the central government or the Govt of  Maharashtra. Essentially ... the Megaproject is  totally self financing   after the first cash  injection of Rs 3000 Crores from the JNNURM scheme of the Govt Of India.

The challenge for a   project  designer, in conceptualizing projects of  this magnitude in India is " How do we transition a country of 1.2 billion people from a 400 million Middle Class to one with a 600 - 700 Million Middle Class , without ruining the  environment ?".
This is the fundamental design issue which the Mumbai Megaproject answers  through  large   scale   use  of   environmental    friendly  technologies and most importantly by curbing   rural    migration    through massive investment in Education, healthcare and employment initiatives  in Rural communities across 28 states and 7 Union Territories.
 
The   project   also  has  a sophisticated and protocol based IT Platform and reporting system ( The Context based Communications Platform ) which   will   keep a strict vigil on Contract award   procedures   and execution. It    is    therefore    very unlikely that Scams of the kind we have seen recently in New Delhi will recur without generating an instant system alert.  
 
Please   check   out   the  presentation. The city of  Mumbai  is    going  to  see  some big changes. The Megaproject is also the    worlds largest Green project  as its Urban Equity Withdrawal   component   will be used to  finance  the  growing of  2.5  Million  hectares of  New Forests in   Maharashtra  besides 7000 Acres of Mangroves around  Mumbai city. The Project will also  have a large CO2 Sequestration component where some of the the city's waste will be incinerated and the  CO2 will be pumped offshore
to the ONGC Oil Fields  to  enhance oil  production  at  Bombay   High. The use of low energy construction materials will be its other major feature.
 
In  my  view,  this  project  is going to invite interest, mainly because of its promise to settle Maharashtra's huge debt of Rs 209,000 crores.The other options, if any,are not so promising.
