[rti4empowerment] RTI is no magic wand

 

Being 5 years in RTI field , i feel RTI is no Magic wand, its a lottery, lucky if u get results, if queries are tough chances are you will not get reply from PIO, or get vague reply who you can call grandson, then u go into 1st appeal complain u/s 19(1) its like going to the PIO's father, rarely will some one scold his son, if one is not satisfied that you go to the Grandfather 2nd appeal your hearing will come after 18 months or more at least in Mumbai thats the way it is, this Grandfather is another Joker, does not peanalise PIO, no monitory cost to applicant, passes order to give the documents if there is merits in case, PIO still does not comply,
even if peanilised seldom does one pay up. then u make complain u/s 18 to SIC/CIC, as complains are not time bound, your complain will only gather dust, NO JUSTICE at all, SIC/CIC APPOINTED BY GOVT. TO PROTECT GOVT BABUS,after they retire SIC/CIC do not even give up their luxirious flats given to them when in office.thats what RTI is all about, however i have come across one Mr J.P.Shah from Gujarat, who has found ways to tackle this menance.i feel besides being a RTI activist he is probally an Advocate
his drafts are perfect, S.R. was also good learned but today i feel he's like swamy agvinesh
Lok Pal bill will be the same as RTI
