Friends,I had made a suggestion to the UP IPS Association for its Annual General Meeting for the year 2011 to increase the realm of the IPS Association to include the other ranks and file of the Police.
During the AGM held on Friday, 27th July 2011 at the Police Officers Mess, Lucknow, the members of the IPS Association UP Chapter present in the meeting were of the view that increasing the realm of the As...sociation was undesirable and out of the ambit of the Association for the present.
While I have no reasons to question the decision/views of the members of the Association, I personally have come to strongly believe that at least at social and unofficial platforms like Service Associations, Police shall not arbitrarily be compartmentalized into things like IPS Association, PPS Association, Non-gazetted Association etc. This kind of division and differentiation seems to go against the fundamental concepts of Human Resource Management and Organization Behaviour. To me, Police is one organization, right from the Constable to the Director General of Police. I have a firm belief that we need a Paradigm shift by having a single Association consisting of all ranks and file in Police so as to imbibe and imbue all the modern managerial values and accepted norms.
Since, the UP IPS Association seems to have different view from mine and I also seem to be equally attached to my idea of a need for a unitary Police Association which would look at the needs of Policemen from a unitary and non-divisive perspective, hence I have resigned from the UP IPS Association.
Here, my personal view is that if we want to revamp the Police system in India, the first thing we nee to do is to get rid of the heavy rank distinction and to enter an era of more egalitarianism and equality, where every one might share one's view on the basis of equality, regardless ef rank and file. Then only a true feeling of togetherness and belonging will emerge, as has been established by so-many management studies. Again, this is only one of the measures that we possibly need to take.
