Thanks for your response.

I respect your point of view, but I beg to differ.

And, here is why I differ:

For a human being to accomplish a desired objective, two fundamental ingredients (apart from each other vital ingredients) are required, number one - the ability (brain) to do so and number two - willingness (heart) to do the same.

I appreciate and share the willingness aspect, but differ on the ability aspect to achieve the desired objective.

The preamble (objective) of any Act (author's perspective) is very important for achieving the desired objective of the Act, which is then laid down in the rest of the clauses of the Act.

The preamble of the Lokpal Bill (from what I hear from the proponents of the Bill), at the outset, seems to be Conviction of Corrupt Persons, and so the question is - does it mean that people should be encouraged to do corruption so that the Act can convict them? The answer is NO.

And so, the preamble or the desired objective of the Act has to be deterring people from corruption by convicting a few people who indulge in the same.

So it can be reasonably inferred that a set of persons, say called "A" are not self-regulatory and may indulge in corruption if there is no deterrent, and so a set of persons, say called "B" is required to deter the set of persons called "A", else "A" may indulge in corruption.

So it can be further inferred that these set of persons called "B" are self regulatory, non-corrupt saints, else they may require a set of persons called "C", lest "B" too may indulge in corruption?? looks like an eternal infinite loop .....

That precisely is the reason why it is so difficult, to define what amounts to corruption in the first place and how to treat the disease in the second place.

The police stations were created with the preamble, that police personnel are honest and non-corrupt, and will catch thieves and wrong doers in the society, which would work as a deterrence on the rest of the society, and so what happens ........ (I am not trying to blame any individual or profession, I am just trying to put forward a concept).

We already have had a number of Independent Commissions on various aspects of governance, and so what has been their performance .......

By the way:

The Birth of the ICAC: The ICAC was established on February 15, 1974, with the enactment of the Independent Commission Against Corruption Ordinance.

In light of the persistently large number of corruption complaints relating to building management, the department launched a territory-wide programme in October 2009

A 35 year old journey of ICAC from 1974 to 2009  to combat the disease of corruption v/s. the proponents of Lokpal Bill promising treatment of the disease overnight ??

Also, by the way:

Right to Information Act, 2005 empowers a vigilance commission of 121 crore people and Lokpal Bill is a proposed vigilance commission of 11 people, selected by a minority, bypassing the majority (democracy).

I am against corruption, but do not advocate bypassing democracy (a rule by majority).

Transparency (RTI) in a Democracy is the KEY.

P.S. Transparent Appointment of Judges (which increases the probability of up and functioning judicial branch of a democratic government, delivering justice) , Transparent Appointment of Information Commissioners & 100% implementation of the Right to Information Act, 2005, especially section 4 of the RTI Act, are the needs of the day.

All western democratic countries & we follow the same or similar model of governance ...have some independent institution to catch the corrupt , confiscate their assets & to punish them in a timely manner ...usually within two years the investigation & trial are completed. We still have no law to confiscate the stolen property in all our laws against corruption .

If we had real bureaucratic reforms , police reforms & judicial reforms , we would not have been ranked among the most corrupt countries regularly & would not need the JLP Bill.

We have not ratified the UN Convention on Corruption , nor taken any real steps to investigate overseas accounts of Indians or stop the corruption & crime money being routed back thru Mauritius a gift of Sinha , Chidambram & Paranab Da to the nation .

If we were not as corrupt & badly governed as we are , we would not be host to the largest poor , malnourished , illiterate mass of people , who are denied even a semblance of justice....ruled by one of the most prosperous MPs & MLAs . Even councilors become crore-patis faster than most business men. We do not have the heart or the honesty to see that our poor are the biggest shame to to us all. It is the biggest continuing tragedy for quite a few centuries now ....we thought would be over when we get independence... but the corrupt among us have ensured that the tragedy continues while they fatten on the loot.

We have a very devious variety of democracy where the elections are fought with crores of black money stolen from the taxpayers & then the winner steals enough to ensure the future of his next seven generations. The EC rubber stamps the show dutifully.

As we have a good number of criminals in the houses , they will not want to act against their criminal interests . They do not want the Jan Lok Pal Bill as Sharad Pawars of today will be the first one behind bars in once the JLPB is enacted.

Our current system has a lot of laws , lots of checks , but no balance ...that is why we are the most corrupt & hypocritical nation .

If we shun corruption , shun the corrupt who ever they are , even if they our brothers , sisters , father , mother, Uncles , Aunts & friends ...we will not need any bill .
