[rti4empowerment] Challenges before the proposed JanLokpal Bill

Challenges before the proposed JanLokpal Bill:

First and foremost, the definition of civil society needs to be clarified. Definition of Civil society = Civil Masters (Ruled) + Civil Servants (Rulers), i.e. Civil Society = Civil Masters + Civil Servants.

1. Appointed Members of the proposed JanLokpal Bill, when they assume the Office are - Civil Masters or Civil Servants?:

The Lokpal (Center) & Lokayukta (state) cannot be financed by a Private Body, but have to be essentially financed by the Government of India, given the nature of their functions. (I mean it cannot be Reilance Lokpal or TATA Lokpal) Therefore, ironically the moment the members of the Civil Master's Society get appointed as Lokpal members they will become Civil Servants (Public Authorities) as laid down under sec. 2(h) of the RTI Act, 2005 and Article 12 of the Constitution of India.
