Few months back some where while travelling I read that some High Court has outrightly dismissed the writ petition against the Penalty imposed on him by Information Commissioner. The ground for rejection the plaint was that since the Penalty imposed is personal on PIo hence neither the State nor the Department can approach against it. If the PIO is aggrived he should approach the High Court personally and on his personal expenses.
