Public Private Partnership (PPP) is a joint venture between the government and a private company for building or maintaining a public infrastructure. Very large chunks of our tax money – lakhs of crore rupees – are being spent through PPP. Therefore, it is our unquestionable right, and in fact our duty in the public interest, to know all the details. The usual excuses for denying information -- confidentiality, trade secrets and "third-party", i.e. RTI Act sections 8(1)(d) and 11 -- are not upheld by Central Information Commission (CIC) and Maharashtra State Information Commission (SIC) in cases of PPP. If you wish to write RTI applications about PPP projects, and later on, analyze the information that you get, you may need to do a bit of homework about:
· Laws, rules and schemes for PPP in different States
· Concerned government bodies in each project
· Umbrella bodies and ministries in different states
· Types of PPP projects, e.g. BOT (Build-Own-Transfer), and also terms used e.g. SPV (Special Purpose Vehicle)
· Lists of PPP Projects, and what stage of implementation they are in
· Relevant government websites
