Dear Raghu,
Take it as a sample test case and that will mark the real take off - from creating awareness to actual redressal - for your crusade (www.ipaidabribe.com).
Ask the applicant to take your team along - if possible, with a press camera and video record all that happens - as he moves from one window to another.
Before doing that, give a 15 days written notice to The Principal Collector of Customs with a copy to local Police station, FM and CVC about your intended visit with the declared objective of verifying the party's claim - first hand, 'that nothing moves in customs department without paying a bribe' - and see the result.
Later you can publish the findings and publicize it through the media.
You can also take with you some neutral people known for their integrity and commitment.
It will be like inspecting a red light area with sufficient advance notice to the local S.H.O. and the pimps.
After you are done with the Customs, focus on the applicant and see how clean he himself is.
Corruption survives mainly because both sides are corrupt and the operating Cosmic principle is:
"When it is a fight between Dharma and Adharma, Dharma Wins, but if it is a fight between two Dogs, the bigger one wins".
And that is why, most of the anti -corruption crusades in our country end up, where they normally do.
