Dear Friends,
1, Corruption is an International Phenomena? And so how has it been Addressed Internationally? Please Read Further .....
(a) Meaning of Democracy:
Democracy means a rule by the majority, and it seems, the best way to know the wish of majority is to conduct a poll, count the votes and find out the majority.
(b) Constitution of Democratic Countries across the World:
Please Note that each and every Democratic country in the world has the same basic structure i.e. three branches of Government namely Legislature, Executive & Judiciary.
(one can download the Constitution of any Democratic country in the World and verify that).
(one can download the Constitution of any Democratic country in the World and verify that).
(c) Corruption is an International Phenomena spread throughout all the Democratic countries across the World [including non-democratic countries too :)]:
A well known international institution ranks more than 150 countries across the world on a scale named Corruption Perception Index by a score from 0 to 10, with scores nearing 0 means more corrupt and scores nearing 10 means less corrupt. (http://www.transparency.org/policy_research/surveys_indices/cpi/2010/results)
It is interesting to note that no country in the World gets a clean score of 10 out of 10 on one hand and no country in the World gets a 0 out of 10 on the other hand.
And so, there are some dishonest people in the most clean countries and some honest people in the most corrupt countries; else at-least one country would have scored, a completely clean score of 10 out of 10 (all Honest) and at-least one country would have scored a 0 out of 10 (i.e. no honest person left).
Which means that no country in the World is completely honest and no country in the World is completely dishonest. (One may please download the Corruption Perception Index of last several years and verify that for oneself)

(d) Thus:
One thing is for sure, corruption is not a prerogative of one particular country, or more so of a particular political party of a country, but it is a natural element of (greed) in-built in most human being's behavior, which needs to be checked and balanced by some other human beings.
(a) Democracy is a rule by the majority.
(b) Each & Every Democratic Country in the World has three branches namely Legislature, Executive & Judiciary.
(c) Corruption is a natural element of human behavior.
(d) As such, Corruption is an International phenomena.
2. So the Big Question is:
Given that Corruption is an International phenomena, affecting all the Democratic countries across the World,
Yet, why is it that each of these countries rank differently on Corruption Perception Index?
How other Democratic Countries across the world facing exactly the same challenge, have addressed and tackled the issue of Corruption, so as to Score Better on Corruption Perception Index?
3. Is the International Answer:
Lokpal (Ombudsman) on Democratically elected branches of the Government?
What is the international stance of Democratic Countries across the world, especially the countries which have successfully tackled the issue of corruption and rank above 7 on Corruption Perception Index .......
Best Regards,
Sunil.
P,S, What is the International position on the SUBJECT .......... To be continued .......
