The present Lokpal Bill is inspired by and based on Independent Commission Against Corruption (ICAC).
I would like to share the following excerpt from the EXPERIENCE GARNERED by ICAC over a period of 35 YEARS for the benefit of enactment of Lokpal Bill.

Investigations and Prosecutions: Of the 104 962 corruption complaints received between 1974 and 2009, the Operations Department carried out 67 848 investigations. Among the 13,421 persons prosecuted within the period, 2 079 were government servants, 3 810 were CIVILIANS INVOLVED IN public sector CORRUPTION CASES, and 392 were from public bodies. The REMAINING 7,140 PERSONS WERE INVOLVED IN PRIVATE SECTOR CASES.

Based on the above quoted statistics, facts and figures, I hereby request to extend the ambit of the proposed Lokpal Bill to include Private (Civil Masters) Bodies as well and not limit the law only to Civil Servants, which incidentally is also mandatory in compliance with Article 14 of the Constitution of India which says that "Everybody is equal before the law and everybody should get equal protection of law".
It seems that the ambit of ICAC (on which the Lokpal is based) is Corruption, irrespective of whether Civil Masters or Civil Servants.

P.S. Presently Corruption is a way of life, which involves every walk of life e.g. Doctors, Pharmaceuticals, Sports Persons (Match fixing), manipulation in Film Awards (Ask Aamir & Ajay Devgn), Lawyers, Chartered Accountants, Engineers (you name it and it is there) and it certainly is not limited to Civil Servants & Branches of a Democratic Government, but.It is the prevalent Societal Culture which is deeply rooted and omnipresent.
Neither all the persons in a profession are corrupt nor all the persons in a profession are non-corrupt (saints). Life is not all about Black & White, but it is in the shades of Grey.
