On 2nd. November 2010 Justice Ajay Lamba on CWP No. 2514 of 2008, PIO, Department of Health & Family Welfare Vs. Punjab State Information Commission has delivered a very important Judgement on Section 20 of RTI Act stating that the penalty on PIO is personal and if approaches High Court he has to come before it in personal Capacty.
