[rti4empowerment] Re: Airport Bus Operations - BEST Has Forgotten Its Bus Stops [1 Attachment]

[Attachment(s) from Jagdeep DESAI included below]

Hello all,

While BEST keep giving their reasons to justify no dedicated airport, nor for that matter railway terminus services, the BEST drivers keep breaking all traffic rules throughout the day, even during the Road Safety fortnight which just got over, because they have no fear of being compounded.

Earlier today, 2012 JAN 13, three BEST buses broke the Milan subway SV Road signal racing South wards, at around 10h30, totally disregarding the other green signal, which is a very normal thing seen ant many signals.

But even the BEST administration has no interest or inclination to ensure their drivers follow traffic rules, and are disciplined.

Besides, the BEST has absolutely no interest in passengers interests, like safety, hygiene, etc., buses stop in the middles of the road, allowing autos and vehicles to pass between the stop and the bus, allow school buses, private vehicles, etc., to park at bus stops, etc.

The one example of this is this stop, which I call the Kachra Peti stop, Garbage Bin stop.

Remember, in 2008, they cost at least Rs.3.5 lakhs each

I challenge any BEST officer to wait at that stop for any time, especially when they probably do not even know where it is.

Quite apart, the MCGM has dumped so many of its bins here, after all they cost the public money, and should be used for collection.

This is just an example, I can show many more such abandoned bus stops, while there will be many who say this is just criticising.

In that case, let the BEST do things that no one can criticise.

The point is that BEST services have genuinely deteriorated,  many routes stopped, curtailed, reduced, LCD screens, route indicators, pneumatic doors, CCTV cameras not working, etc.

Conductors and drivers coming in chappals, not wearing their caps, top buttons of the shirt open, etc.

Is this what the show case bus service of India is supposed to show case to the World.

Is the only great innovation the hand held ticket printer.

There are many ways in which BEST can improve, if they are positive on the practical suggestions given in the past few months.

After all, what is the big difference between losses of Kingfisher, and BEST

BEST faces worst financial crisis

Once touted as the best public transport in the country, the Brihanmumbai Electric Supply and Transport (BEST) undertaking seems to be in deep financial crisis.

While Shiv Sena members lambasted the administration over the crisis, Congress members of the BEST committee demanded a white paper on its financial condition.

BEST committee members on Monday said that certain decisions of the Maharashtra Electricity Regulatory Commission (MERC) were proving to be harmful for the BEST. They say the BEST undertaking was incurring loss due to it.

On the transport front, the BEST had procured 1,000 additional buses, but there was no manpower to run and maintain these vehicles. The undertaking had also taken a loan of Rs1,600 crore from various financial institutions, leading to complications.

"I have demanded a white paper on the financial condition. The committee members are not responsible for its dire state, but it is the administration that should be held responsible as they bring in proposals for ratification before the committee members,'' BEST committee member and Congress leader Ravi Raja said.

Sir,

This refers to your mail to us.

1)    At the outset, we have to inform that, it is not correct to say that, the BEST took a disinterested approach towards airport operations.

2)    The BEST Undertaking is operating various Bus Routes viz. 35, 308, 321 Ltd, 365, 382 Ltd, 385 and 409 Ltd connecting various areas in Greater Mumbai with Chhatrapati Shivaji International Airport.

From Domestic Terminal Bus Routes Nos. 312, 321 Ltd, 322, 330 Ltd and 384 are operated. In addition to this, Bus Routes Nos. 2 Ltd, AS- 2, 35, 39, 40 Ltd, 180, 181, 330 Ltd, 348 Ltd, 348 Ltd, 395, 414 Ltd, 440 Ltd, 448 Ltd and 409 Ltd are available from the bus stop of Domestic Terminal located along Western Express Highway.

3)    Further no terminal facilities are provided at both the airports for public transport. It is very much essential to provide space for bus terminal near the passenger arrival & departure.

4)    You can share the details of NMMT, received by you under RTI, with us for study purpose.

Yours Faithfully
