[rti4empowerment] Govt able to tackle Lok sabha 552members why not able in Rajya Sabha 245 members in LOKPAL BILL?

 

in Lok sabha there was around  552 members and  39 nos political parties.lokpal pased within in 11 hours. In Rajya sabha there are around 245 member and 28 political parties.only 50% members in rajya sabha when compare to lok sabha. why lokpal not passed within 11hours in Rajya Sabha. Govt able to tackle Lok sabha members why not able in Rajya Sabha?   MAIN REASON FOR VOTE NOT TAKEN PLACE IN RAJYA SABHA, IS THE CHAIRMAN OF RAJYA SABHA ONLY.
