Subject: Information under RTI Act 2005 regarding Accidents
Sir                                         
          On going through the news published in various newspaper in the recent past, it has been observed that railway authorities don't have basis like-saving infrastructures like Stretcher, Doctor, Ambulance facility for speedy treatment of the injured and to face occurrence of any emergency/disaster due to accident. Latest examples are two incidence which happened at Jalandhar Railway Station on 21 Sept 2011 and 11th Dec 2011 where both the effected persons have lost their legs due to delay in carrying the injured persons to the hospital because of non availability of Stretcher/ambulance/doctor (copies of newspapers enclosed). Please supply the following information Zone-wise for the last 3 year (year-wise):-
1.    As per norms whether Stretcher, Doctor, Ambulance should be available with Railway Stations. Please supply the copy of relevant instruction
2.    List of Stations which have availability of Stretcher/Doctor/Ambulance
3.    Reasons for non availability of stretcher/ambulance/doctor at Jalandhar railway station during above referred both the accidents. What were reasons for delay.
4.    Intimate actual time of occurrence of accident, time when the injured were  taken from Station and actual time of reaching the hospital.
5.    Amount of financial help or compensation given to the above persons.
6.    Photocopies of all the statements recorded by the GRP or any Enquiring Officer from the injured.
7.    Amount spend on Railway Hospital Jalandhar during the last 5 year (head-wise).
8.    Details of infrastructure and facilities available with the Railway Hospital.
9.    Number of Medical and non-medical staff deputed/working in the Railway hospital Jalandhar.
10.     Total number of persons died due to Rail accidents (Station-wise).
Total number of persons injured due to Rail accidents (Station-wise).
11.     Number of person died due to accident occurred on Platform (Station-wise)
12.     Total number of persons injured due to accident on Platform (Station-wise).
13.    Whether any  court have given any directions/guidelines during the year 2004 to 2011 how to deal with accident victims who got injured in Railway premises.  If yes, kindly provide me the copy of the court orders.
14.   Whether Railway authority has been complying with the court direction. If
yes, kindly provide me the copy of compliance report from which date the order was complied with criterion of the compliance of each para of the court orders.
15.   Whether Railway Board/ministry have issued guidelines regarding steps to be taken on occurrence of any emergency/disaster. If so, please Supply attested copies.
16.   Please supply working email address of all the Group-A/B Officers of Railway
15.  If any part of the information is not available with you, please follow the provisions of Section 6(3) of the RTI Act 2005.
