[rti4empowerment] An important aspect of police reforms

Yesterday I had sent  an email  as regards a letter written by me yesterday to Principal Secretary Home as regards the alleged use of abusive words against Sub Inspector Sri Raghuraj Singh Bhati by SSP Muzaffarnagar Ms Manjil Saini requesting efforts to be made to form a new, open and mutually respectful working environment in UP Police.

Today I came to know of Bhati's suspension by the SSP. It certainly surprised me particularly considering the fact that the SI had serious allegations made against SSP herself. Taking it as a call and my moral duty, I have written again to Principal Secretary Home saying that prima-facie this does not seem in consonance with the the Principle of Natural Justice because the suspension order is being issued by the same officer alleged to misdemeanor..

Hence in the light of directions of the Supreme Court in Ratan lal Sharma vs Managing Director case and as per the Principles of Natural Justice, I have requested that the allegations made by Bhati and the entire episode shall preferably be enquired by a senior officer, not from the Police Department.

The issue I have presented is not limited to an individual or to a State. It is also not only an issue related with departmental matters but with the wider purview of Police culture, Police performance and policing in totality.

Hence any issue of Police reforms, which we badly need and yearn in India, also needs to cater to the subordinate-senior relationship and the general issues of hierarchy and power-distance that police in India presently suffers a lot.

These individual efforts are meant exactly for that.
