Dear Sir,

What I could made out from the mails of Mr. Sanjay Kumar Mishra is that the corruption in your department goes on unabated and the instructions and the circulars are issued just to keep the public and the victims (of corruption) amused. The happenings, activities, actions, events, goings-on, deeds, undertakings, endeavors, on complaints are just an effort to brush the complaints under the carpet under the grab of some undisclosed internal action of the department. I may add that the officials are inventing novel ways to make quick buck, even from the procedure that has been incorporated to bring about transparency and to check the corruption. The arm-twisting tactics by the department officials give rise to a chain reaction and the people who are made to pay through their noses, will only raise this money from stealing from the revenue - that should have been gone to the Government exchequer otherwise, in connivance of the same staff who have forced them to pay. It also forces me to think that the departmental officials are not adequately paid, so as to need them to involve in the corrupt practices to raise extra money. They are making the entire environment corrupt. Mollycoddling the staff is no remedy. It is rather encouraging them to indulge more in corruption.  

I am also pained that you never took pains to know about the complaint, the proof the complainant offered. Your action/attempt, as evident from your letter 3860 dated 12 April 2013, is to sit up and save the officials from action. You never bothered to make public the DO Letter of the Commissioner, Report Received from the jurisdictional Commissioners.

I also do not agree with your contention in your letter that "making generic complaint showing the whole department in bad light does not serve the purpose of either the department or the assesses or the public at large". Your Department is already viewed as one of the most questionable in terms of corruption by the general public in general and assesses in particulars. This can be easily measured of standard of living even of the pettiest employee of your department, as compared to other departments.

I am sure that you will like to see the proof of the corruption Sanjay is holding and offered you to see. I hope that your department will make public the documents sought by Mr. Sanjay. I hope that you will be as much interested in eradicating corruption from your department as the assessees are in particular and the Public in general.

I will revert with my comments after you send the required documents to Sanjay.

I appreciate you for your response vide No. 3860 dt. 12-4-2013 send by your Mr. Vivek Gupta, Assistant Commissioner - CCU which is received by us on 15-4-2013 (copy enclosed) against my complaint dated 18-11-2012 and reminder dated 9-1-13 & 2-2-13.

I humbly disagree as per below :-

1.  Commissioner have never asked for the proof which I had mentioned in my complaint.  The Commissioner has not even spoken me on the progress, they has taken some internal action and disposed of my complaint by throwing the charge back to us.  This is an eyewash to give the un-ceremonial burial to my e-mail. 

2.  Through above response, I have come to know that The Chief Commissioner had issued necessary instructions to Jurisdictional Commissioners vide his D.O. dated 30-11-2012, but the copy of same has not been provided to undersigned till now.

3.  It was also noted that acting on above D.O. dated 30-11-2013, Commissionerates confirm that - Staff is complying with instructions,  but the copy of that confirmation report received from the Commissionerates has not been provided to undersigned till now.

4.  Further intimated through above response dated 12-4-2013 that - Still lapses if any on the part of officers under the jurisdiction of this zone, be brought to the notice of appropriate higher authorities.  Humbly submitted that - Name, designation and Mob. No. of the appropriate higher authorities to whom I have to report such corrupt practice, has not been provided.

5.  Press is the custodian of PUBLIC INTEREST, so if any corrupt practice is noticed, published and informed and higher authorities is remain silent, than it may be assume that - "Is hamam me sabhi nange hain".  


In view of above, you are humbly prayed that :-

1.  Please provide me a copy of above referred D.O. dated 30-11-2013.
2.  Please provide me a copy of confirmation received from Commissionerates confirming that - Staff is complying with instructions.
3.  Please provide me Name, Designation, Address, Contact Number (L/L + Mobile) and e-mail ID through which I may report him anytime for any lapses.


Due to no response from your side till 28-3-2013,  a RTI Application dated 29-3-2013 also sent you through Speed Post No. EP201163822IN dated 30-3-2013 which is delivered to your CPIO on 2-4-2013.

Hope to get all the desired information from your side within the statutory time period of 30 days.
