[rti4empowerment] Suggestions For The MCGM Budget 2012 - 2013

In reference to your invitation to the Citizens to give suggestions to the MCGM Budget for 2012 to 2013.

At the outset, congratulations on being elected the Chairman, Standing Committee, MCGM.

Regarding the budget, here are a few ideas and suggestions, in random order, on a Low Cost, High Value principle

01 Put up the detailed budgets and account statements, ward wise, corporator wise, on the www.mcgm.gov.in

02 Change over the electric supply to the MCGM establishments, offices, road and street lighting from Reliance, to your own electric supplier, BEST, or better, Tata Power.

MCGM will save huge amounts

03  Utilise precious funds to 

A Make good all foot paths

B Road surfaces

C Restore all median dividers, traffic circles, lane markings, road signs, install reflectors, cats eyes, etc., and all traffic calming features which were removed during the past few years, while resurfacing was done with cement concrete and paver blocks and after flyovers, sky walks destroyed the previous carriageways

D Make good and restore all maidans, udyans, and other recreational spaces so that the Citizens can utilise these as they are entitled to

E Install adequate lighting below all flyovers, sky walks, especially where there are lamp posts, but not energised, like South side on Mahim Causeway, below Bandra flyover, like on approach road to BWSL from Bandra side towards toll, nakas, many stretches of EEH, JVLR, Powai, and many others

F Install raised pedestrian crossings at all junctions on WEH, EEH, S V Road, LBS Marg, etc., like Pune Municipal Corporation has done in Pune at many places

04 Utilise the proven technologies of Bio Sanitiser, to cleanse the Mithi River, and other polluted water bodies, takns, ponds, lakes, etc., to sanitise and de odourise the garbage heaps, etc.

05 Set up  an effective Traffic and Transportation Committee with wide ranging terms of reference

06 Clean Mumbai in the night, between 00h00 and 06h00, so that the City wakes up to a clean day, and not to a day where the sweepers start their work in the morning cleaning the previous days litter, garbage, filth, while being bombarded with the current days heaps and piles.

This will give the Mumbaikar a fresh and bright start, leading to more productive hours, and more all round income, etc

07 Abolish the octroi nakas, increase the local taxes by a fraction

This will 

A Reduce corruption, as there will be less personal intervention 

B Reduce pollution, since there will be less stop start at the choke points

C Reduce fuel consumption, as the vehicles will move smoothly

08 Utilise your good offices to see that WR and CR introduce the Cyclical Time Table, as formulated by the Mumbai Suburban Railway Passengers Association, for the suburban routes immediately.

This will radically improve efficiency, and increase overall productivity of Mumbai by

A Reducing congestion on the trains by one third

B Increase the capacity by one third

C Increase the speed by one third

All without any investment

09 Introduce innovative bus routes and services by BEST such as

A Flyover Express, as suggested by MESN , www.mesn.org

B School Specials, only for school children, on main roads, and service roads

C Mini and Micro Ring Routes to and from Stations from and to residential complexes

And so on.
