The infamous and most delayed project of MMRDA ie the Santacruz-Chembur Link Road (SCLR) has much to be talked about, more from the approach of the officials concerned.
There is a society (RajRajeshwari Co.op. housing society) in the Amarmahal junction of Chembur area, which is a society of slum dwellers, who had gone for redevelopment of their area way back in 1997, under the SRA scheme of MHADA. They had got all the papers approved from the SRA cell MHADA, vacated their tenements for the construction of buildings. Construction began and after three floors were constructed, the MMRDA stalled this construction, for the SCLR project in 1998. Since then the society residents are in deep problem. Some of them are struggling in the Transit camps till now for the past 14 years without any hope. They do not know
whether they will get their home or not. However, in 2010 the MMRDA has approved another SRA project in the same land to another Developer and has constructed a grand Masjid. We are informed this Masjid was constructed because the MMRDA wanted to
rehabilitate the existing Masjid which was coming on the way of the SCLR.
It is understood that the MMRDA & Developer favored the Masjid construction so much that in Mumbai where it takes years or ages to get an Occupation Certificate, here MMRDA have approved plans of Masjid and issued directly Occupation Certificate within 2 days without issuing Intimation of Approval (IOA)/Commencement Certificate (CC) which is mandatory under MRTP Act. MMRDA & Developer has violated all norms of DCR (Development Control Regulation) just to favor the construction of Masjid, whereas poor slums dwellers are still waiting for their dream home. MMRDA is not sanctioning the plans for the construction of building for the slum dwellers and are putting unwanted conditions. MMRDA has issued letter to masjid trust stating that Occupation certificate is provided therefore commencement certificate which is mandatory under section 45 of MR&TP act is not requried.
In between, a "Stop work" notice was issued in April 2011 by the local Municipal ward officer but somehow the MMRDA managed the officers of the Municipal Corporation.
It is understood the Masjid people have approached the Bombay High Court for relief. The society people are still left in the lurch as to when this matter will get resolved. Now question arises how MMRDA allowed construction without IOA/IOD/CC in the 1st place. Why they did not apply for NOC from MHADA is still a mystery. Now the MMRDA is demanding that unless the Masjid gets shifted, they will not allow construction of residential building and the Masjid people are demanding unless MMRDA issues commencement certificate they will not shift.
Now because of this, the poor hutment dwellers are facing hardship and not getting our legitimate house.
It is said that even Ram has to spent vanvas only for 14 years but these poors slums dwellers are without home from past 15 years and God knows how much more they have to wait.

One of the most awaited World Bank funded project which will connect Eastern Express highway to Western Express highway with drive time of 20 minutes comes at the cost of 306 slum residents. The Raj Rajeshwari Society at AMAR MAHAL CHEMBUR in the year 1998 had gone ahead with the SRA scheme and one building with three floors were constructed. The MMRDA stayed this scheme inorder to align the SCLR project.
In year 2009, MMRDA decided to develop Raj Rajeshwari Society under its own SRA Cell along with 4 neighboring societies and issued LOI to one Developer by the name M/S Priya Construction. It is understood that MMRDA has asked the developer to include one neighboring Masjid (not a part of any society) which is affected under alignment of SCLR in their scheme. The Developer, instead of starting the Society's work started the Masjid work first and now the Masjid is ready for occupation.
