Dear Sir,

Under the provisions of RTI act 2005, you have to please provide  the following information
as I have already sent the requisite amount  in IPO ,and attached letter in format
prescribed.
This letter is a reminder


Sir ,
I would like to bering to your kind notice that though I have sent a letter 1 month back to your office seeking information under the aforesaid RTI act i have not receieved any information .Now herewith I request you to give me the said information or return my IPO amount immediately

I herewith state that thruthfully,that I have not received any replies from your MCI office even after sending the requisite amount by IPO as well as letter in below enclosed pdf formats as well as I have preserved the Postal acknowledgement at the time of posting letter under RTI act nearly 1month back.

This shows the negligient attitude as well as anti-RTI attitude of Medical council of India officers,who should have behaved more responsibly as they enjoy the benifits of government job as well as they are answerable to the president of India.
Your negligient,callous disregard as exhibited,by ignoring letters sent by Postal acknowledgement, gives scope for complaining and seeking redressal from the highest office of this nation,regarding negligient,callous,attitude of MCI officials 
.

Unfortunately i have to note with greatest regret that,MCI office has even not sent or wilfully wantonly withheld the POSTAL acknowledgement,and I think this is most callous attitude.

Please forthwith reply,or else I shall understand you are not following the orders of the president of India,as well as the government.I shall be enclosing the letter /email to the President as well as Vice president of India ,for their discretion as well as action

Hope you find time to reply to this legitimate request from ordinary Indian citizens.

Dear Sir,
Under the provisions of RTI act 2005, please provide the following information:
 
1.       Please Furnish information, In case of non issuance of Relieving orders by Medical colleges and hospitals-What documents other than the relieving order issued by the medical college will prove that the MD/MS/DNB teacher has actually stopped working in the previous medical college? Is it possible that the passbook of the closed bank  salary account ,or an affidavit by the teacher swearing that he/she is no  longer a teacher in so and so institution-and is not drawing any salary from the said institution be held as valid by MCI assessors? Please provide information- Is it possible that same affidavit could mention that his teacher ship at new appointment be considered?
2.       In contrast to the MD courses -Does MCI set syllabus for all Masters of Science courses in microbiology/Biochemistry/anatomy/physiology/pharmacology in all the universities
3.       In contrast to the MD courses -Does MCI conduct like for the MBBS course LOI and LOP inspections on all Masters of Science courses in microbiology/Biochemistry/anatomy/physiology/pharmacology in all the universities of India? For example at University departments at Kannur ,Kerala,kottayam, University of Madras etc. In absence of such regular structured MCI inspections, are such MSc degrees given by Departments not attached to hospitals recognized by MCI? can  such above non –hospital based departments where not even one patient is seen /examined be considered to be at par with similar designation departments in medical colleges where actual patients are being investigated/reported upon?
4.       What qualifying criterions are applied to such MSc who desire to become teachers at Medical colleges? When In contrast to the MD courses -Does it mean that MCI thinks it is unnecessary to conduct inspections yearly regarding Medical MSc courses being conducted at each Medical college? Why does not MCI conduct inspections on such MSc courses being held at Medical colleges?
5.       In contrast to the MD courses -When MCI does not conduct regular yearly inspections on Masters of Science facilities how does it or the Board of governors of MCI expect such MSc /PHD faculty to be up to the mark for medical college teaching as compared to Science colleges or does the MCI feel that anything is okay?
6.       In contrast to MD courses-there is an exam in pedagogy in all universities. Does MCI know that Pedagogy is not part of the Masters of Science curriculum in all General universities as well as MSc courses conducted by universities like Manipal, Private Universities which give MSc degrees?
7.       Kindly furnish the names of the teachers including the Tutors  who do not have MCI recommended  or recognized qualifications in departments of Biochemistry and Microbiology –in medical colleges at Kerala,Karnataka,Maharashtra,Tamilnadu,Andhrapradesh  & pondicherry.
8.       Is it required or not by current regulations that every person who desires to practice biochemistry, microbiology or pathology or sign a lab report of above departments-or give evidence in courts as expert witness be enrolled in state/central medical council registers as in foreign countries ?Why so? ( please give details- if such regulations of MCI  are applicable or not to laboratory professionals with MSC ,PhD qualifications)
9.       What are the penalties as per Indian law or as per MCI – for various offences in laboratory malpractices' - like operating in laboratories without MCI recognized degrees,MCI permissions, misrepresentation, misreporting, reporting by quacks that they are pathologists when they currently don't hold MD degrees in pathology, microbiology or biochemistry? ( please give details- if such regulations of MCI  are applicable or not to laboratory professionals with MSC ,PhD qualifications)
10.   Does a MCI inspection take place during an Masters of Science examination or a PhD viva? Is such an MSc or PhD course then MCI recognized or run as per MCI specifications?  Or are they back door entry to medical fields like medical biochemistry, physiology etc  in medical and dental colleges of India ?If PhD a are conducted in medical universities , then are PhD degrees all of same nature- for example a PhD in Botany and a PhD in Metallurgy or Medicine  or Surgical sciences are all of same weight? Does not MCI want to specify that a person –who is PHD, is a Medical PhD and should be designable as Medical PhD?
11.   For faulty lab results, faulty lab data correlations and interpretations by MSc teachers working in laboratories-if a person (patient) is aggrieved by the MSc, PhD lab service provider can the Consumer protection laws be applied? Is MCI authorized to take punitive action-against the wrongdoer Medical MSc teacher for wrong reports-what penalties are applicable please provide information.
12.   Do MCI /State medical councils have mandate to register PhD teachers and MSC teachers working in preclinical, paraclinical or clinical departments, as well as hospitals of India? Do state and national medical council of India have powers to enquire into professional misconduct by wrongdoer Master of science ,PhD teacher who is not registered with MCI?but they are currently employed/employable in medical college labs, pathology labs across India? What penalties are the norms? Or they let scot free?
13.   Who (and when was) has framed the current curriculum in MD biochemistry, Microbiology, Physiology? Who (and when was) has framed the current curriculum in MSc biochemistry, Microbiology, Physiology?
14.   What is the curriculum difference in MD biochemistry, Microbiology, Physiology curriculum w.r.t Masters of Science curriculum of same subjects? Who are supposed to be the teachers for the MD students? Who are supposed to be the examiners and guides for the MD students, legally? Who are supposed to be the MCI inspectors for the MD course professionally?
15.   If a MD in Medicine can teach Physiology as a Lecturer as he has studied 1 year Physiology - can it mean that an MD Physiology or Biochemistry can teach Medicine as Lecturer in Medicine as the latter too has studied more than 2 years of Medicine?
16.   Please provide information- under current rules of MCI -Can masters of science persons currently deployed as teachers in medical colleges  be asked to do a short course in medicine covering medicine ,surgery,pathology,pharmacology,ENT,Ophthalmology and other clinical sciences lasting for 3 years and 1 year Internship so that the difference between MD's and MSc personnel be obliterated forever?
17.   What are the reasons as per MCI for separating Biochemistry from Physiology? What are the reasons at present date for not merging the department with either Physiology or Pathology so that enough number of appropriate qualified MD teachers are available in each department?
18.   Is there a proposal to lay down criterions for MCI registration of laboratory service providers like Tutors, demonstrators, lecturers of MSc cadre working in medical colleges? Are these people authorized to sign lab reports' in their capacity as tutor/ lecturer/ assistant professor? Is there any proposal to lay down stringent criteria for which classes these above MSc personnel – and for which practical are they will be able /eligible to teach? IS such a study conducted based on SWOT analysis of MSc teachers as they are not well versed in basics of medicine or the art of differential diagnosis?
19.   Is there a process within the MCI already to assess and evaluate the educational ability, clinical utility, competence of MSc as well as PhD tutors in departments of preclinical and paraclinical sciences? If such a process does not occur – then is it ever proposed that such an assessment should be done in interests of  relevant / efficient /appropriate medical education as many of the MSc teachers who are entering fresh don't have any teachers training or adequate teaching experience? Is there a proposal to evolve policy to give medical PHD to deserving Medical doctors?
20.   Is there any efforts within MCI board of governors to develop strict guidelines and screening exams for Masters of science personnel who are coming into medical education sector in large numbers and is MSc  a back door entry for their inability to secure medical college admissions? Is there an effort to include already existing MSC tutors too in such NET exam as being conducted in various jobs in science colleges?
21.   Please provide information -How many MSc PhD teachers are working in Indian medical colleges in Biochemistry field in Karnataka's medical colleges?please provide information how many persons are considered as Non medical PhD and how many are having basic MSc degree from departments situated in non medical universities ,and without patient care or treatment facilities?please provide information regarding the numbers of papers published by PhD teachers in BIMS Belgaum? Which journal- whether indexed?How many papers have been published after getting PhD, after becoming professor?
