If THE CONSTITUTION (FIFTY-SECOND AMENDMENT) ACT, 1985 shall be a big legal hurdle in the way of GOI's move of taking political parties out of RTI ambit ?

As per THE CONSTITUTION (FIFTY-SECOND AMENDMENT) ACT, 1985 , all National/regional Political parties are constitutional bodies. If THE CONSTITUTION (FIFTY-SECOND AMENDMENT) ACT, 1985 Can be used by us as a tool to legally counter GOI's intentions of taking political parties out of RTI ambit ?
