Friends,

I  have sent a representation in my individual capacity to the Secretary, Department of Personnel and Training, Government of India requesting to introduce the 360 degree Feedback system in Performance Management of Government employees.
 
A few years ago, the Performance Appraisal of Government employees was done through Annual Confidential Report (ACR) but after the recommendations of Surinder Nath Committe 2003,  the Hota Committee on Civil Services Reforms 2004 and the Second Administrative Reforms Commission, it was replaced by the Performance Appraisal Report (PAR). But this is still done through a top-down approach where the performance of the subordinate employees is evaluated by the supervisors.
 
I have proposed that the 360 degrees feedback system from employee's subordinates, peers and supervisors, along with a self-evaluation shall form the "Performance Quadrilateral" depicting the Performance measures of every employee. The advantages coming out of this arrangement would include getting a multi-way perspective of every employee instead of having only a top-down view, making the employees responsible and accountable to both their superiors, peers and subordinates and reducing the attitude of subservience prevailing in the current setup where many employees are said to adopt various ingenious methods to get good ratings without actually performing.
