Fault of Reporting the matter of Non-supply of drinking water to authorities. After Proper investigation, high scale corruption will be unearthed. Sir, Request is made to Conduct Inquiry in clicking photographs of the house wife Mrs. Kamla W/o Sh. Charanjit Ram, V&PO Bhabiana, Tehsil Phagwara without power and authority to provide bad name and character to Lady. Sir, Taking law into their own hands S.D.E. Water Supply & Sanitation Department, Phagwara, Junior Engineer of Water Supply Department Phagwara, Mr. Joginder Pal Sarpanch-Cum-Chairman Water Supply Committee, Bhabiana, Resham Singh (Member) and Dalvinder Singh Member clicked photographs of the house wife to provide bad reputation in society and family. The housewife, Mrs. Kamla was ordered to stand beside Drinking water Tap on the pretext of supply of drinking water has been regularized, though supply regularized for a few seconds and the male members of the house have not been called to house to be present during this impolitic action. The photographs were repeatedly clicked by the said culprits to bring bad name of the house wife in society and afterwards the Junior Engineer who temporarily provide water supply for few minutes by applying stop cock on other supplies pressurize to withdraw complaint and sign papers that the supply is being made to our house. The villagers whose supply is being stopped used to open the stop cock and again the supply of drinking water deteriorated. No action was being initiated against the culprits for no fault of housewife and putting her character on stake. 1. This is an appeal against the acts made by officials of Water Supply and the Chairman and members of Water Supply Committee of Bhabiana. 2. The relevant facts are that the appellant and his brother Mr. Charanjit had lodged complaint of non supply of drinking water at their residence to The Secretary Water Supply and Sanitation with different authorities. 3. As per the order of the Hon'ble Secretary the committee to hold an enquiry regarding Non-supply of drinking water has been formed and the said committee visited our house by stopping the supply of other residents by applying stop cock in the supply and temporarily provided drinking water to our house just for few seconds. 4. That The SDE Water Supply Department alongwith Junior Engineer visited our house alongwith Sarpanch Mr. Joginder Pal, Mr. Resham Singh and Mr. Dalvinder Singh and asked my wife to stand in front of the water supply tap and clicked my sister-in-law's photographs which is INFRINGEMENT OF LEGAL RIGHTS AND HUMAN RIGHTS VIOLATION, WHEREAS NO SUCH ORDERS HAVE BEEN PASSED BY ANY AUTHORITY TO CLICK THE PHOTOGRAPH OF THE LADIES. 5. First of all we are deprived of our legal rights of drinking water and secondly our life and liberty has been put in stake. 6. The Respondents have defamed us by clicking photographs of and this way brought a bad name to the entire community. The enquiry to the incident kindly be marked and the F.I.R. kindly be lodged against the culprits for the alleged misconduct. 7. Why the image of the lady has been sullied by clicking the photographs. The said authorities have no power to click the photographs of the lady 8. That the allegations of misconduct kindly be investigated and the F.I.R. kindly be lodged against the culprits as there is no such Service conditions and rules which relates to clicking of photographs of the ladies of the complainant. 9. That clicking of photographs of the woman is considered as the woman of bad character and considered "Patit" by her husband and society. 10. By this application kindly hold an enquiry how the water supply is being made to our house temporarily and no permanent solution has been made and on the lodging of complaint the authorities of water supply department try to prove the ladies of the house as bad character. 11. Enquiry kindly be initiated that why the lady has been put in the eyes of society as a woman of Bad Character by clicking the photographs and the explanations on the matter kindly be sought from the concerned officials. 12. The explanations kindly be sought from the concerned persons those clicked photographs and others made mute spectators to bring bad name and character to the house wife. 13. This is Violation of human rights of a woman who had been accused to bring Bad Reputation by the Society and the family members for no fault of her. 14. Every day the department officials pressurize the members of the family to sign the papers that the Water supply has been regularized but for a few minutes the water supply has been made to our house by putting stock cock to other residents supply and diverting the water to our house. Whereas the material used by the Water Supply department has been of sub-standard quality and the pump used for supply is of low power that is why the supply to our house could not reach and the officials those earned bucks by using substandard quality products are making fool to every body. 15. Due to the acts of the Water Supply department the ladies of our house had become bad character ladies. 16. The inquiry kindly be initiated against the culprits and the F.I.R. kindly be lodged against them. 17. The Sub-Inspector, Rawalpindi Police Station is requested to initiate inquiry and Legal action kindly be made by registering FIR in the matter.
