e-IPO popularity: In 1st 47 days....529 Citizens' in India Registered

1.       Recall on 13 February 2014, the e-IPO (Electronic Indian Postal Order) Facility for payment of RTI Fee was extended for "Indian Citizens' Living in India" too.


2.        This e-IPO facility can be used for 2496 Central Public Authorities, including NCT Delhi, UTs and 176 Indian Missions abroad.


3.       Within first 47 days (till 31 March 2014).... 529 Citizens living in India registered themselves on 'India Post's  ePOST OFFICE Portal.


4.       It is an indication that in a short period, e-IPO facility has become very popular with RTI applicants living in India. The service is available Online 24x7. 


5.       Another advantage is that e-IPO can be directly downloaded in PDF format and attached with RTI application when RTI is filed Online as per Act and RTI Rules-2012.

(b) Total No. of e-IPOs  Purchased in 47 days       :   273

(c) Total No. of 'Incomplete Transactions'*            :  303


2. Indian Citizens'  Abroad : Period : 01.04.2013 to 31.03.2014 (One year)


(a) Total No. of Citizens' Registered (User detail)   :  274

(b) Total No. of e-IPOs  Purchased in 47 days        :  127

(c) Total No. of 'Incomplete Transactions'*            :  200


* Notes : (As per my Inputs)


1. 'Incomplete Transaction' could takes place when user leave "ePost Office Portal" page and move to City Bank Gateway page but do not complete Payment Transaction or any error take place at that stage.


2. However, new e-IPO serial number is generated as soon user leave "ePost Office Portal" towards Payment Gateway which is treated as 'Incomplete Transaction'.


3. It happens in rare cases when an e-IP0 cost is deducted by Bank but 'Transaction remains Incomplete', the amount deducted is reverted back to user's account.
