[rti4empowerment] RE: this "rarest of rare" business of sentencing

Every other day we hear about brutal murders and rapes.
However, when it comes to sentencing, many of these inhuman criminals are leniently treated and are let off with a prison sentence instead of the death penalty under the "rarest of rare" principle.
I feel that it is high time we revisit and review this "rarest of rare" stuff:

1.  There is too much judicial freedom to interpret what constitutes and what does not constitute "rarest of rare";
2.  From the description of the many crimes, especially those committed by gangs of juveniles, it would appear that they are psychotic types ..... a mental disease for which there is no known cure; hence, they need to be done away with to protect society at large, just as dogs with incurable rabies;

Rx: rather than the subjective "rarest of rare", it is proposed that the guilty should be subjected to psychological evaluation to find out if they are psychotic and uncurable, or they could be cured at all.

Too, we have become too limp and permissive over the decades of misrule. We need to deal strongly, decisively, AND EFFECTIVELY by applying the death penalty to terrorists, murderers, rapists, corrupt to minimise the bad DNA from such persons.
