[rti4empowerment] RTI Laxity costs State Exchequer Rs 290/- crore : Study

 

 Today I read this Article in Bengaluru edition of TNIE page 11 and thought it fit others also know.
 By not levying  penalties on erring PIOs , the Info comm are causing an estimated loss of Rs290/=crores to the coffers , a study by assessment and analysis group and sathark naagrik sangatan into working of the transparency law claimed on tuesday . the RTI act states a penalty of Rd 250/- per day andRs 25000/- will be imposed on PIOs if the officer doesnt adhere to provision of the law .

MY TAKE : 
1. Can i have the report  or how to access it .
2. all most all cases which are escalated to Info Comms will naturally qualify for max penalty by default 
3. even in cases of Penalty Imposed the ICs impose meager amount --- So the Amount may be Much More 
4 Have look at section 7(6)   FOC and Add That 
5. What happens to compensation paid by the public authority 
Well as always Info Comms are the Weakest link in this TAP regime
