Dear Sir,


We are shocked to learn from RTIs filed by citizens, information in the public domain and the media that CIC registry has been rejecting cases, so as to give an appearance that the pendency at the CIC is reducing.


From the data on the CIC website, the number of cases filed at the CIC has drastically reduced. The number cases registered in the last few months is less than one-tenth of the average of the last few years.  The sharp decline in registration of cases since mid-June, appears to be a deliberate attempt to give false impression to the citizens about reduction in pendency (due to time taken to process cases).


Since the Commission has not published the data of cases rejected at the registry level, we have reason to suspect that it is something it wants to hide. CIC is the final appellate authority, which an applicant turns to for accessing his right to information. If s/he is turned away on flimsy bureaucratic grounds, it completely defeats the purpose of RTI.  It is in India's interest that we make positive strides towards transparency by opening up more data, rather than taking steps backwards by putting up hurdles.


We urge you to look into the matter immediately and ensure that the letter and spirit of the RTI act is upheld in the workings of the CIC. Please ensure that complaints and appeals to the CIC are not rejected at the registry level on flimsy bureaucratic grounds. In the interest of transparency, we request you to maintain and publish the data of the cases received and rejected at the CIC registry level.
