The complex issues are difficult to resolve that administrative measures to improve public accountability can be taken by officers, who are not keen to be more accountable to public. As a result, often only lip service is paid to concepts like transparency and accountability.
Public angst and awareness does not result in actions, in the absence of mobilization at grass-roots.
