We all know Mahatma Gandhi is the "Father of the Nation". Just wanted to know if anyone has idea about when was this officially declared?

Any idea about the date and the official document through which this was officially declared?

Again, can anyone help me know what is the official status and exact official meaning of Mahatma Gandhi being the Father of Our Nation? Again, which document declares this status?
