LUCKNOW: How serious Uttar Pradesh government is about promoting sports by building appropriate infrastructure in the state could be gauged from the fact that the government had spent Rs 94.42 crore in Saifai - the native place of Samajwadi Party supremoMulayam Singh Yadav - on sports facilities of international standard. This is nearly the half the amount allotted to sports in this year's Union budget (Rs 250 crore to set up the National Institute of Sports Coaching at Patiala over a period of three years) and almost 53.35% of UP's sports budget of Rs 176.95 crore.
Despite lavish allocation, the international sports complex at Saifai has not hosted a single international sporting event. The major sports events held in the complex were the 38{+t}{+h} National Women's sports competition Group-4 (Kabaddi, Kho-kho & Volleyball) held from November 20 to 23, 2011; the 58{+t}{+h} National School Athletics and Wrestling Championship held from January 29 to February 2, 2013 and an invitational hockey tournament held in March. The revenue earned by the sports complex (as in 2012-13) is Rs 6,125 only. The total funds spent on the stadium were in two regimes of the Samajwadi Party.
RTI documents available with TOI show that initially Praayojna Evam Rachna Prabhag had approved Rs 74.95 crore for the project. The break-up of the funds approved to construct various facilities in the international sports complex are: Astroturf hockey stadium (Rs 2.73 crore), synthetic running track, base & synthetic surface (Rs 4.54 crore), steps pavilion & rooms (Rs 14.3 crore), physiotherapy and library (Rs 66.12 lakh), VIP pavilion (Rs 95.47 lakh), Bank ATM, milk booth (Rs 3.65 lakh), restaurant (Rs 33.46 lakh), 80-bedded hostel (Rs 2.85 crore), play field (Rs 24.12 lakh), indoor stadium (Rs 11.8 crore), cricket stadium (Rs 12.31crore), 4 type-I housing units (Rs 12.18 lakh), 4 type-II housing units (Rs 19.23 lakh), 10 type-III housing units (Rs 63.72 lakh), 10 type-IV housing units (Rs 1.6 crore), side developmental works (Rs 7.7crore), power works (Rs 12.92 crore), sump and chainlinks (Rs 17.17 lakh), additional synthetic track for 100 metres
sprint (Rs 9.44 lakh) and plantation & landscaping (Rs 6.79 crore).
Subsequently, projects worth Rs 6.92 crore were approved (under GO number 527/42-2008-2-Nirman/2007) on March 29, 2008. This includes Rs 5.97 crore for additional work in the indoor stadium (under construction), Rs 50.45 lakh for pitch and ground of the cricket stadium and Rs 44.98 lakh. So, the amount made available for the special sports facility at Saifai, Etawah stood at Rs 81.87 crore.
