RTI Replies
Hon'ble Sirs,
The Department of Personnel & Training (IR Section), Ministry of Personnel, Public Grievances & Pensions, Government of India had constituted a committee comprising representatives of Department of Personnel & Training, Ministry of Home Affairs and Central Information Commission, to evolve model format for RTI replies, vide DoPT O.M. No. 10/1/2013-IR dated 16th October, 2014. This Committee, in a meeting held on 29 October 2014 examined in detail the provisions of the RTI Act as well as the existing practice generally followed by the CPIOs in replying to RTI applications.
The Report of the committee is attached herewith as Annexure-A.
The Original Report as circulated by Mr. Kulbhushan Malhotra, Under Secretary to the Govt of India, DoPT, Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training (IR Section), New Delhi, vide F.No.10/1/2013-IR on 11 th November 2014 (attached as Annexure-A) was not attached with the earlier mail owing to an inadvertence.
The same is attached herewith.

The non-implementation of mandatory provisions of the RTI Act is also resulting in violation of fundamental rights of the citizens guaranteed under Article 19(1)(a) of the Constitution of India.
These recommendation would have, otherwise, been implemented suo-motu by each Public Authority own his own to comply with the Right to Information Act 2005, but these were given a go-bye for obvious reasons.
The receipt of this communication may please be acknowledged. While replying, the number and date of this communication may please be invariably mentioned. If no acknowledgement is received, I intend to file RTI Application after a month. to know the:
(i) status of implementation of these recommendations; &
(ii) (ii) status of action taken on this communication and its latest status,
