Need to amend the Service Conduct Rules
How do you react to these suggested changes? Any further suggestions on your part, please?

I have sent a representation in my individual capacity to the Secretary, Department of Personnel and Training, Government of India proposing certain changes in the service conduct rules. I have suggested these amendments in the light of various whistle-blowing activities proclaimed in recent times.
In our country, almost all the Government servants are regulated by their respective Conduct Rules, like the Central Civil Services (Conduct) Rules, 1964, All India Services (Conduct) Rules, 1968 etc. All these Conduct Rules generally ban connection with Press or Radio, criticism of Government and Evidence before Committee or any other Authority.
I have said that though this serves an important function because the Government servants are privy to many important facts and documents of the Government, yet the changing circumstances warrant certain changes in these restrictions.
I have suggested that with the RTI Act in operation and the Whistle Blowers Protection Act in anvil, the current environment demands that Service Conduct Rules are suitably modify to allow the Government servants to interact through the Media as regards the improper and illegal acts and orders of senior officers, Ministers, public representatives etc. They shall have the right to criticize even the Government policy, if it is in the larger public interest and is connected with financial corruption, biases, prejudices and immoral acts.
I have said that since Media is a powerful tool, all the government servants shall also be allowed to use it for larger public interest in curbing corrupt and improper acts.
